Detailed notes

## Background Published on YouTube by the All-In Podcast on September 19, 2026, this video documents venture capitalist Bill Gurley delivering his keynote address, "Searching for Feynman," at the All-In Summit. The accompanying show notes provide an archive link to the research materials cited in his talk and list the summit's corporate sponsors.

## TL;DR Examining historical catastrophes such as the Surfside condo collapse, Boeing 737 MAX crashes, Hurricane Katrina, Fukushima Daiichi, and the Challenger disaster, Bill Gurley analyzes the perennial clash between independent "searchers" and defensive institutional "blockers." He contrasts the forensic postmortems of those crises with the global response to COVID-19, decrying the total absence of an independent, Feynman-style investigation into pandemic origins despite an estimated 15 million deaths. Highlighting suppressed investigative leads like the DARPA DEFUSE proposal and praising grassroots sleuths from DRASTIC and U.S. Right to Know, Gurley insists that applying formal CAPA (Corrective and Preventive Action) root-cause analysis is vital to depoliticizing inquiry, restoring public trust, and preventing the next catastrophic failure.

## Atmosphere & style Steering completely clear of standard Silicon Valley tech optimism and AI hype, Gurley sets a sobering, intellectually rigorous, and morally charged tone from the outset. The presentation builds a methodical, forensic momentum through historical case studies before escalating into an impassioned indictment of administrative self-preservation and institutional cowardice. The emotional gravity deepens during the post-talk Q&A with host Jason Calacanis, shifting into an unusually raw, vulnerable, and personal reflection on decimated public trust and generational harm.

## Detailed walkthrough ### [00:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=0s) Returning to the Summit: The Weight of Failures and Investigations

Introduced as Silicon Valley royalty and the legendary investor behind Uber and Zillow, Bill Gurley takes the All-In Summit stage to reflect on his previous appearances and set a serious tone for his address. Recalling his talk three years earlier on regulatory capture—a concept that has since exploded into common parlance—Gurley clarifies upfront that despite current market obsessions, he will not be discussing AI. Instead, he addresses a subject that has weighed heavily on him for the past five to six years: how society responds to major catastrophes, how human systems investigate technical and institutional collapse, and how those lessons must drive genuine prevention.

Gurley turns first to the June 2021 disaster at Champlain Towers South in Surfside, Florida, where a sudden building collapse claimed the lives of 98 people. He emphasizes that disasters rarely stem from a single flaw; here, original design errors, deferred maintenance, and condominium board inaction in the face of alarming engineering inspections converged into institutional failure. Demonstrating a New York Times 3D interactive model, Gurley explains the mechanical breakdown: coastal saltwater air corroded the pool deck's reinforcing steel over decades, causing the deck to cave into the subterranean garage and shear off the structural columns anchoring the residential tower.

The heart of the story, however, was the relentless hunt for answers through parallel, independent investigations. Key actors attacked the question from multiple angles: the National Institute of Standards and Technology (NIST), tasked after 9/11 with federal oversight of structural failures, deployed lead investigators Judith Mitrani-Reiser and Glenn Bell on a multi-year project; Surfside hired Alan Kilsheimer, whom Gurley calls the "wolf of building collapses"; Miami-Dade County Judge Randall Sloane convened a statewide grand jury; and lead litigant Harley Tropin worked alongside Judge Michael Hanzman to consolidate 17 wrongful-death lawsuits into a single class. A standout effort came from the *Miami Herald*, led by executive editor Monica Richardson and reporter Sarah Blaskey, who brought on University of Washington civil engineering professor Dawn Lehman. Despite facing recent corporate bankruptcy, the newspaper mobilized 37 staff members, built an investigative 3D collapse model, and secured a Pulitzer Prize. Richardson underscored their mission: *"We will continue to investigate the collapse to find answers to how this happened to ensure a tragedy like this never happens again."* Crucially, those findings led directly to new, legally mandated structural inspection laws across Florida and other coastal states.

[05:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=300s) The Boeing 737 MAX Disasters and Institutional Capture

Examining another structural catastrophe, Gurley recounts the twin crashes of the Boeing 737 MAX in October 2018 (Lion Air Flight 610) and March 2019 (Ethiopian Airlines Flight 302). He outlines the underlying commercial pressures: Airbus had unveiled the fuel-efficient A320neo, eroding Boeing’s market share. To avoid the massive expense and pilot-retraining downtime of engineering an entirely new airframe, Boeing retrofitted oversized, fuel-efficient engines onto its decades-old 737 platform. Because the larger engines had to be positioned further forward and higher on the wings, the plane displayed an aerodynamic tendency to pitch up during test flights. To counter this, Boeing quietly installed the Maneuvering Characteristics Augmentation System (MCAS)—a flight control software designed to automatically push the nose down when an angle-of-attack sensor signaled a pitch upward—while omitting any mention of the system from pilot operating manuals. When a single external sensor malfunctioned on the Ethiopian flight, MCAS forced the plane into an irrecoverable dive despite the pilots' desperate struggles.

Gurley categorizes the ensuing investigation into "searchers" and "blockers." On the search side, an aggressive array of bodies mobilized: Senate and House oversight committees, the Department of Justice, the Indonesian safety agency KNKT (which deciphered the black boxes), and *Seattle Times* reporter Dominic Gates, who won a Pulitzer Prize for uncovering regulatory failures. Peter Robison published *Flying Blind*, 57 Boeing whistleblowers contacted the Senate, victims' families organized persistent demonstrations on Capitol Hill, and pilot union heads secretly taped internal meetings with Boeing executives while filing Freedom of Information Act (FOIA) requests against government regulators.

Conversely, Boeing and the Federal Aviation Administration (FAA) acted as institutional blockers, initially blaming pilot incompetence and stonewalling congressional document requests. Rather than viewing this as deliberate evil, Gurley explains it as the natural self-preservation instinct of massive organizations: when the spotlight swings toward them, they circle the wagons. The cozy relationship between regulator and manufacturer was so pronounced that during hearings, Senator Ted Cruz accused the FAA leadership of being captured, asking pointedly: *"Sir, do you know you don’t work for Boeing?"* Gurley highlights that within 45 days of the Lion Air crash, MCAS was already widely identified as the root cause, yet neither Boeing nor the FAA grounded the aircraft—allowing the Ethiopian tragedy to occur. Commending the strictly bipartisan investigations led by Peter DeFazio, Roger Wicker, and Ted Cruz, Gurley pivots to CAPA (Corrective and Preventive Action), the core five-step failure methodology mandated across aerospace and FDA-regulated medical sectors: detect, investigate, confirm root cause, correct, and prevent. Without an unflinching commitment to determining root cause, true prevention remains impossible.

- **Boeing's MCAS Rationale:** Squeezed by Airbus, Boeing engineered a software workaround rather than redesigning an airframe, concealing the MCAS mechanism to skirt simulator training requirements. - **Institutional Collusion:** Regulatory capture paralyzed the FAA, leading to 45 days of inaction between the first crash and the preventable second disaster. - **CAPA Five-Step Mandate:** 1. Detect 2. Investigate 3. Confirm Root Cause 4. Correct 5. Prevent - **Opening the Next Failure Mode:** Setting up his subsequent case study on large-scale systemic failures, Gurley turns to the catastrophic human and logistical toll of Hurricane Katrina in 2005.

[10:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=600s) Hurricane Katrina: Flawed Levees and Institutional Whitewashing

When Hurricane Katrina devastated New Orleans, displacing 400,000 people and inflicting $125 billion in damage, the official narrative put forward by the U.S. Army Corps of Engineers was that an extraordinary act of God had overwhelmed the city's defenses. They claimed floodwaters simply overtopped the levees. In reality, Katrina was only a Category 3 hurricane when it made landfall, and the disaster was entirely preventable: the levees did not fail from water spilling over the top, but because the foundations gave way and washed out from underneath.

As with any major catastrophe, the aftermath pitted dedicated "searchers" against defensive "blockers." Investigative journalists Mark Schleifstein and John McQuaid of *The Times-Picayune* had presciently published an award-winning series three years earlier warning of this exact vulnerability. Following the disaster, multiple distinct entities mounted inquiries, including congressional commissions, an LSU-backed team commissioned by the state of Louisiana, and an independent research group funded by the National Science Foundation, led by Professor Raymond Seed of UC Berkeley. While these independent teams occasionally crossed paths or bumped heads, they unanimously concluded that Katrina's catastrophic flooding was an engineering and institutional human error.

Conversely, the Army Corps of Engineers operated as classic blockers, attempting to shield themselves from liability and exposure. In a particularly compromised maneuver, the Corps paid the American Society of Civil Engineers (ASCE) $1 million to participate in an internal assessment, effectively co-opting the professional body until it acted as an institutional shield. Professor Raymond Seed later documented this systemic interference in an exhaustive 42-page public dossier submitted to the ASCE, itemizing repeated attempts to hinder outside analysis and suppress inconvenient findings. Despite the institutional obstruction, the truth forced critical reforms: 90 concrete engineering recommendations were adopted, leading to a $15 billion reconstruction of the city's seawalls and flood barriers that have successfully held for two decades.

- **Displacement and damage**: Over 400,000 residents displaced; $125 billion in overall losses. - **Physical failure mode**: Levees undermined from below due to soil and structural design flaws, rather than overtopping by storm surge. - **Independent inquiry**: Professor Raymond Seed (UC Berkeley) published a 42-page expose detailing the ASCE's complicity with the Army Corps of Engineers. - **Infrastructure upgrade**: A $15 billion overhaul produced 90 structural remediations that have protected the region for over 20 years.

[12:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=735s) Fukushima Daiichi: Regulatory Capture and the Kurokawa Commission

The 2011 Fukushima Daiichi nuclear disaster claimed roughly 2,200 lives, displaced 154,000 residents, and generated over $200 billion in cleanup and decommissioning costs. The immediate mechanical trigger was obvious: the plant’s protective seawall measured just 5.7 meters high, allowing tsunami waves to breach the perimeter, drown the emergency backup diesel generators, cut off reactor core cooling systems, and trigger catastrophic meltdowns. Yet the underlying institutional failure ran far deeper. TEPCO (Tokyo Electric Power Company) had conducted a prior risk assessment showing that a major tsunami within a 30-year window could generate waves between 10 and 15 meters, but company leadership buried the report rather than invest in raising the seawall.

The ensuing battle over transparency followed the familiar playbook of searchers versus blockers. Investigative journalists stepped in, including Martin Fackler, who spent two decades with *The New York Times* Tokyo bureau, and Norihiro Yorimitsu, who added 20 dedicated investigators to his newsroom staff to relentlessly track the story. Meanwhile, TEPCO and the Nuclear and Industrial Safety Agency (NISA) formed an obstructionist alliance. Rather than functioning as an arms-length oversight authority, NISA had succumbed to total regulatory capture, operating more like a protective partner to TEPCO than an aggressive public watchdog.

The breakthrough came when the Japanese Diet broke centuries of tradition by establishing the country’s first-ever independent, non-governmental investigation commission (NAIIC), appointing Dr. Kiyoshi Kurokawa to lead it. Kurokawa was deliberately chosen as an outsider; a medical doctor rather than a nuclear physicist, he had zero institutional loyalty to the power monopoly or its captured regulator. Given sweeping subpoena authority, Kurokawa established three fundamental pillars: prioritize public safety over ideological debates about nuclear energy, deliver actionable structural recommendations, and recognize the international gravity of the event alongside Three Mile Island and Chernobyl. Demonstrating his commitment to unfiltered global accountability, Kurokawa published the commission’s final report in English first. Its opening declaration delivered an unambiguous verdict: "The accident at the power plant cannot be regarded as a natural disaster. It was profoundly man-made, and it could have and should have been prevented."

- **Human and financial toll**: 2,200 deaths, 154,000 citizens evacuated, and over $200 billion in decontamination costs. - **Suppressed risk assessments**: TEPCO concealed internal studies projecting potential 10- to 15-meter tsunami waves, choosing to retain an inadequate 5.7-meter barrier. - **Regulatory capture**: NISA prioritized protecting the utility company over enforcing rigorous safety protocols. - **Independent mandate**: Dr. Kiyoshi Kurokawa led the first independent investigative commission appointed by Japan's parliament, deliberately excluding anyone with prior ties to the nuclear industry.

[15:18](https://www.youtube.com/watch?v=A4Q7zAayW20&t=918s) The Challenger Disaster and Feynman's Pursuit of Truth

The January 1986 Space Shuttle Challenger disaster remains an indelible case study in the lethal intersection of mechanical defects and bureaucratic arrogance. On an unusually freezing morning in Cape Canaveral, Florida, the primary and secondary O-rings on the solid rocket boosters failed because their rubber polymers lost elasticity in low temperatures. Engineers at Morton Thiokol, the manufacturing subcontractor, had recognized the extreme danger and adamantly argued against launching the night before. Instead of listening, NASA managers pressured the contractor to reverse its recommendation, sacrificing flight safety to maintain launch schedules.

In the immediate aftermath, President Ronald Reagan formed the presidential Rogers Commission to determine what went wrong. Chaired by former Secretary of State William P. Rogers, the panel was deliberately stacked with high-ranking Washington insiders, military generals, NASA executives, and celebrated figures like Neil Armstrong. The organizers sought out Caltech professor and Nobel laureate Richard Feynman, hoping his stature as a Manhattan Project veteran would provide a reliable, prestigious rubber stamp. They fundamentally miscalculated. Feynman was fiercely independent, possessed a relentless drive for ground-level truth, and harbored absolute disdain for bureaucratic posturing and diplomatic etiquette.

While his fellow commission members operated as high-level administrators, Feynman cleared his calendar for six months and immediately began traveling directly to NASA facilities, interviewing technicians, machinists, and assembly-line workers without official handlers. When Neil Armstrong gently tried to rein him in by explaining, "we just evaluate. We don't investigate," Feynman dismissed the caution and pressed on. Rogers grew so exasperated with the physicist’s unscripted probing that he privately complained to Armstrong in the men's room that "Feynman's being a real pain in the ass."

Feynman subsequently bypassed commission decorum during a live televised hearing by clamping a piece of O-ring material, submerging it into a glass of ice water, and demonstrating that it remained rigid and deformed after being released. When the commission's draft report attempted to water down administrative responsibility, Feynman gave an ultimatum: either his unedited technical analysis was included, or they would have to remove his signature entirely. Given his high-profile public demonstrations, the commission caved, publishing his full findings without alterations as the famous Appendix F.

- **Launch objections**: Morton Thiokol engineers explicitly warned NASA leadership the evening before launch that the O-ring seals would fail in freezing conditions. - **Commission dynamics**: Chairman William P. Rogers assembled Washington dignitaries and astronauts intended to perform high-level evaluation rather than adversarial forensic investigation. - **Feynman's methodology**: Refused administrative briefings in favor of direct interviews with working-level shop floor engineers and technicians. - **The ice water demonstration**: Exposed the material defect on live television using ice water and a C-clamp, disproving NASA's assertions regarding O-ring resiliency. - **Appendix F**: Feynman forced the inclusion of his unedited, scathing indictment of NASA's flawed risk modeling by threatening to withdraw his endorsement of the final report.

[18:45](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1125s) The Search for Root Cause: From Catastrophes to COVID-19

Every historic catastrophe—from Katrina to Fukushima to Challenger—demonstrates that uncovering the root cause requires overcoming fierce institutional resistance from entrenched blockers. In each of those historic disasters, committed searchers ultimately unmasked the engineering failures and administrative cover-ups, leading to real accountability and system-wide preventative measures. That contrast frames the central anomaly of the modern era: the response to COVID-19.

Beginning in December 2019, COVID-19 claimed an estimated 15 million lives worldwide, derailed global commerce to the tune of $45 trillion, and shuttered educational institutions, inflicting severe, documented learning loss on millions of young people who were robbed of three foundational years of their lives. Yet more than half a decade after the outbreak, there has been no independent, uninhibited investigation, nor has the world established an authoritative, consensus root cause.

The failure to demand an uncompromising search for truth reveals a glaring modern double standard. Society has tolerated evasion and institutional obstruction regarding the origin of a catastrophic real-world disaster, while simultaneously fixating on speculative existential threats. As Gurley concluded to applause from the audience: "Forgive me if I'm unafraid of what some AI guy's chatbot is going to do to humanity when you can't tell me what this thing already did."

- **Global pandemic impact**: 15 million fatalities, widespread socioeconomic paralysis, and an estimated $45 trillion in global economic damage. - **Generational disruption**: Substantial educational regression and social disruption affecting high school and college students over a three-year period. - **Absence of closure**: Unlike Katrina, Fukushima, or Challenger, COVID-19 remains without an internationally accepted, forensic root-cause postmortem years after its emergence. - **Tech critique**: Contrasts intense elite paranoia surrounding speculative artificial intelligence harms against the real-world passivity shown toward uncovering how an actual global crisis started.

[20:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1200s) The Magnitude of COVID and the Shocking Absence of Investigation

Putting the conversation around catastrophic risk in perspective, Bill Gurley argues that his "P(second COVID)" is vastly higher than his "P(doom)" regarding artificial intelligence—and if modern predictive models are truly as intelligent as claimed, they ought to be deployed to figure out what happened during the pandemic. Aggregating the human and economic tolls of the five historical disasters previously discussed yields roughly 5,000 casualties and $349 billion in damages; COVID-19, by contrast, was approximately 3,000 times larger, claiming an estimated 15 million lives worldwide. In documentary footage of the Rogers Commission, Richard Feynman recounted how colleagues urged him to tone down his aggressive questioning and be "nicer." Feynman's retort was blunt: "But seven people died." Gurley asks the audience to consider the moral imperative: if Feynman felt that level of urgency over seven lives, how should society behave when 15 million people die? Even summing every fatal airplane crash, hurricane, nuclear disaster, building collapse, and space accident in modern history accounts for only about one-third of the death toll inflicted by COVID-19.

Despite the scale of this catastrophe, none of the standard investigative playbooks used in previous American disasters were deployed:

- **No Dedicated Media War Rooms:** Unlike past major events, no mainstream newspaper created a dedicated investigative unit with 30 or more full-time reporters digging into origins. - **No Dogged Lead Reporters:** Major news organizations failed to unleash and back relentless investigative journalists like John Schleifstein or Mark Fischetti to break open the story. - **No Bipartisan Congressional Inquiries:** Washington established no unified, bipartisan select committees akin to the inquiries following Hurricane Katrina or the Boeing 737 MAX crashes. - **No Independent "Feynman-Style" Commissions:** The government convened no independent civilian panel led by figures with the unimpeachable stature of a Richard Feynman or a Kiyoshi Kurokawa. - **No Independent Scientific Audits:** While NIST and the NSF launched rigorous third-party studies for structural and civil failures, the NIH funded no independent outside review of pandemic origins. - **No Civil Accountability:** The event produced no sweeping victims' liability lawsuits capable of using legal discovery to force internal documents into the public domain.

[22:18](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1338s) Institutional Blockers: Why Top Officials Stopped the Search

When the public sought answers about the origin of SARS-CoV-2, five individuals were held up by governments and the press as the definitive scientific authorities: Dr. Francis Collins (former Director of the NIH), Dr. Anthony Fauci (former Director of NIAID), Dr. Peter Daszak (head of EcoHealth Alliance), Sir Jeremy Farrar (former head of the Wellcome Trust, later Chief Scientist at the WHO), and Dr. Ralph Baric (distinguished coronavirus virologist at UNC Chapel Hill). Gurley argues that these men were not objective experts; they functioned as institutional blockers. Much like the FAA, Boeing, and NASA during their respective crises, they circled the wagons to protect their field from outside scrutiny.

Gurley outlines four distinct reasons why these officials acted as blockers rather than seekers of truth:

1. **Virology Insiders:** They occupied the very center of the global virology establishment and possessed a natural instinct to insulate their colleagues and funding mechanisms from public accountability. 2. **Orchestrated Misdirection:** They spearheaded an aggressive media and academic public-relations campaign designed to deflect scrutiny away from laboratory research and discourage further inquiry. 3. **Committed Gain-of-Function Advocates:** All five had spent years championing gain-of-function research—the deliberate genetic alteration of pathogens to enhance their transmissibility or lethality in humans—even after the Obama administration imposed a federal moratorium on such experiments. Fauci himself penned an op-ed arguing that the scientific upside of gain-of-function experiments outweighed the risks. From a behavioral psychology standpoint, someone who publicly tied their reputation to that stance cannot remain impartial: confronting the prospect that an activity you championed might have contributed to 15 million deaths creates psychological cognitive dissonance so severe that the human mind will rationalize away any evidence to avoid that conclusion. 4. **Refusal to Investigate:** Most critically, none of these establishment figures ever initiated a genuine, rigorous forensic search into the laboratory origin hypothesis. They did not merely stop searching; they actively ensured a search never began.

[24:48](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1488s) The True Investigators: DRASTIC, USRTK, and Five Unsung Heroes

Because institutional science abdicated its duty to investigate, the burden of truth-seeking fell upon an ad-hoc coalition of outsiders, decentralized researchers, and investigative journalists operating without institutional backing. Chief among these groups were **DRASTIC** (a loose international collective of roughly two dozen independent scientists, virologists, and data sleuths) and **U.S. Right to Know (USRTK)**, a nonprofit research group that systematically filed Freedom of Information Act (FOIA) requests to extract sealed internal correspondence from federal agencies and universities.

Gurley highlights five women whom he considers the true heroes of the pandemic origins investigation, all of whom faced fierce personal and professional backlash from the male-dominated scientific hierarchy for daring to pursue the evidence:

- **Dr. Alina Chan:** A molecular biologist at the Broad Institute of MIT and Harvard who observed early on that SARS-CoV-2 exhibited an unusually high adaptation to human cells upon its first emergence. She co-authored *Viral: The Search for the Origin of COVID-19* with Matt Ridley and broke through mainstream silence by publishing two detailed op-eds in *The New York Times*. - **Katherine Eban:** An investigative reporter who stuck her neck out in an extensive *Vanity Fair* investigation titled "The Fight to Discover COVID Origins," documenting how federal officials systematically undermined internal inquiries into the lab-leak hypothesis. - **Emily Kopp:** An investigative reporter at U.S. Right to Know whose FOIA work unearthed the vast majority of internal federal emails, grant drafts, and institutional communications that revealed the hidden ties between American funding agencies and research in Wuhan. - **Zeynep Tufekci:** A Princeton University professor and *New York Times* contributing opinion writer who used her platform to dissect institutional cover-ups and scrutinize scientific orthodoxy. - **Alison Young:** An investigative reporter and author of *Pandora's Gamble: Lab Leaks, Fandangs, and the Next Emerging Pandemic*, which chronicled the extensive, routinely concealed history of laboratory accidents and safety breaches in biosafety facilities before 2020.

[26:45](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1605s) Manufactured Consensus and the Uncovering of the DEFUSE Proposal

To suppress scrutiny, the virology establishment built what Katherine Eban termed a "manufactured consensus." Within days of the initial outbreak, small groups of scientists convened private calls and drafted authoritative-sounding papers—most notably "The Proximal Origin of SARS-CoV-2" published in *Nature Medicine*, alongside a joint statement published in *The Lancet*. These documents were composed within days without any formal investigative process, yet they became the universal citations used by Wikipedia, corporate media, and public health officials to brand any inquiry into a laboratory mishap as an unfounded "conspiracy theory." By tying the hypothesis to partisan politics and Donald Trump, institutional leaders polarized the debate so deeply that public opinion on pathogen origins split entirely along party lines.

Over time, FOIA disclosures revealed sharp contradictions between what these scientists conceded in private communications and what they asserted in their published papers. Gurley highlights a post published by Zeynep Tufekci that summarized the situation:

> "Incontrovertible proof of a conspiracy to cover up and deny the possibility it well may be a lab mishap orchestrated from the highest levels of the scientific establishment, and a self-serving group of scientists who deliberately misled the public."

Despite accumulating over 400,000 views, Tufekci's statement attracted zero Community Notes on X, underscoring the factual grounding of her critique.

The fragility of this manufactured consensus became obvious when DRASTIC uncovered the **DEFUSE proposal**—a rejected 2018 research proposal submitted by Peter Daszak's EcoHealth Alliance to DARPA. Gurley polls the audience, noting that only about three attendees raised their hands, reflecting a broader scientific blackout where 78% of surveyed scientists who believed in natural spillover had never even heard of the proposal. The leaked document outlined collaborative research between EcoHealth Alliance, Ralph Baric at UNC, and the Wuhan Institute of Virology to collect SARS-related bat coronaviruses and engineer into them novel furin cleavage sites—the exact genetic feature distinguishing SARS-CoV-2 from all other known wild SARS-related coronaviruses.

[30:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1800s) The DEFUSE Proposal, CAPA Analysis, and North Carolina Blockers

Bill Gurley outlines what he considers one of the most critical investigative leads in understanding the origins of COVID-19: the DEFUSE research proposal submitted to DARPA. The collaborative effort involved prominent American coronavirus researchers—including top virologists in North Carolina working alongside Dr. Shi Zhengli (widely known as the "Bat Lady") from the Wuhan Institute of Virology. The document proposed engineering a novel feature into a bat coronavirus: inserting a furin cleavage site at the S1-S2 junction to assess whether it would increase viral infectivity in animal models. Gurley notes that having this exact molecular blueprint documented prior to the pandemic is an extraordinary piece of physical evidence.

To test how standard investigative protocols would view such a finding, Gurley initiated a "clean session" with an AI system—instructing it to ignore all previous conversational context and evaluate the document strictly through the engineering and quality framework of CAPA (Corrective and Preventive Action). The AI's evaluation was instantaneous and unequivocal: it classified the DEFUSE proposal as a "direct investigational lead, highly critical," a "major investigative lead," and "primary document evidence, highest tier evidence class." Gurley asserts that had this single document been made public in January 2020, the global public health conversation would have unfolded entirely differently. While Senator Rand Paul and independent researchers ("searchers") are now aware of it, the general public remains largely in the dark.

```mermaid flowchart TD accTitle: CAPA Origin Investigation and Document Blockade accDescr: Diagram illustrating the CAPA investigation flow from the DEFUSE document to institutional obstruction in North Carolina.
When the AI was asked what the mandatory next step in a CAPA investigation would be, it answered that investigators must immediately pursue internal correspondence, laboratory notes, and related documents from Duke University and the University of North Carolina. However, when independent researchers submitted public records requests, the University of North Carolina and state authorities acted as blockers, refusing to release the material. Gurley issues a direct appeal to anyone in the audience with connections to UNC or its governing board: urge them to reconsider what they are shielding, and ask whether protecting institutional reputations is worth compromising humanity's ability to prevent the next catastrophic outbreak. For those looking to get up to speed on the trail of evidence, he points to an interview conducted by Dr. Jay Bhattacharya with science writer Matt Ridley.
- The DEFUSE proposal laid out the specific genetic insertion—a furin cleavage site at the S1-S2 junction—that characterizes SARS-CoV-2. - A standard CAPA root-cause protocol ranks the pre-existing DEFUSE grant application in the highest tier of investigative evidence. - Both the University of North Carolina and North Carolina state officials continue to stonewall and deny document requests submitted by independent researchers.
[32:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1935s) Supporting the Searchers, De-politicizing Inquiry, and Plato's Warning
Shifting from the documentary evidence to a broader philosophical plea, Gurley urges the public and scientific community to rally behind independent searchers. He makes it clear that while he cannot claim to "speak for science" in the manner Anthony Fauci famously claimed, he unapologetically speaks for the integrity of scientific inquiry. In Gurley's view, telling people they are forbidden from asking questions or searching for facts violates the core principles of science: "There's no one that should be telling you you can't search. That makes no sense whatsoever. You're not a bad person if you search. You're a good person if you search."
Gurley cautions against turning the origin investigation into a punitive political crusade. He explicitly breaks with Senator Rand Paul's focus on criminal prosecution, arguing that framing the effort around retribution only hardens resistance and creates more blockers. The primary objective must remain root cause analysis and future prevention: "This isn't partisan and should have never been. If your view on what caused COVID is because of who you vote for, please reconsider that." He challenges legacy newsrooms to take inspiration from investigative editors like Monica Richardson and assign serious resources to uncover the truth. He reiterates the urgent necessity of convening a genuinely independent commission, modeled after Richard Feynman's role on the Rogers Commission or Kiyoshi Kurokawa's leadership on the Fukushima Nuclear Accident Independent Investigation Commission.
Gurley concludes his presentation by referencing an enduring aphorism attributed to Plato: "We can easily forgive a child who is afraid of the dark. The real tragedy in life is when men are afraid of the light." He leaves the stage to a standing ovation.
[34:10](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2050s) Q&A: Broken Trust, The Failure of the Press, and Institutional Misinformation
Host Jason Calacanis brings Gurley back out to the center of the stage for a fireside Q&A, visibly moved by the presentation. Calacanis remarks that in their thirty years of friendship, he has only seen Gurley emotional twice before—once during a Jason Isbell concert, and once when his top set got counterfeited in a poker hand. Calacanis observes how deeply the societal response and school closures affected children, asking Gurley why the generational harm weighs so heavily on him. Gurley explains that his obsession stems entirely from prevention. He warns that because public health authorities orchestrated systematic misinformation campaigns, public trust has been utterly decimated. If another pandemic struck tomorrow, Gurley has zero confidence that society could successfully navigate it: citizens will refuse to trust official guidance, rendering effective leadership impossible.
Calacanis then shifts the discussion to the Fourth Estate, questioning why mainstream media outlets abdicated their watchdog duty instead of aggressively pursuing Pulitzer Prizes on the biggest story of the century. Gurley references a panel hosted at the Brookings Institution featuring investigative journalists Catherine Eban and Emily Kopp, who examined precisely why the mainstream press missed the story. They explained that top virology establishment figures mounted an aggressive, coordinated public relations campaign that made questioning the natural origin narrative a professional and social faux pas. In an environment where asking critical questions was stigmatized, traditional newsrooms retreated, abandoning the field and leaving the task to independent investigators.
[36:20](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2180s) Q&A: The Psychology of Denial and the Search for Root Cause
Calacanis reacts strongly to the weaponization of the "conspiracy theorist" label against anyone questioning whether the virus originated from a laboratory that was actively conducting gain-of-function research on bat coronaviruses with U.S. funding, calling the suppression of legitimate questions "pure evil." Gurley offers a psychological perspective, noting that behavioral scientists recognize how powerful cognitive dissonance is—people will rationalize and fool themselves to preserve their sanity and avoid acknowledging their complicity in a worldwide catastrophe.
When Calacanis asks Gurley directly what he believes is the most probable origin based on the thousands of hours he has poured into the investigation, Gurley deliberately declines to endorse a definitive conclusion. He emphasizes that because a thorough, uninhibited root cause analysis has not yet been executed, declaring certainty would be scientifically irresponsible:
> "I intentionally didn't take a side on that here, because we haven't found root cause. And I would celebrate anyone that's 100% convinced it's animal spillover to do research there. I funded U.S. Right to Know. If you want to go search for the animals, I'll fund that, too."
Gurley underscores the severe gaps in the natural spillover theory: Chinese authorities tested over 80,000 domestic and wild animals across the country without locating a single animal infected with SARS-CoV-2 or an immediate precursor—despite having an overwhelming geopolitical incentive to find a natural animal host to clear the Wuhan Institute of Virology. Furthermore, unredacted internal correspondence revealed that Anthony Fauci himself acknowledged there were human COVID-19 cases occurring prior to the superspreader event at the Huanan Seafood Market. Calacanis closes the session by praising Gurley's dedication, calling it potentially the most impactful work of his life and pledging that the *All-In* platform and its audience will help fund and amplify future independent research efforts.
- Chinese researchers tested 80,000 animals without discovering a single ancestral or intermediate host for SARS-CoV-2. - Internal records demonstrate that top health officials, including Dr. Anthony Fauci, were aware of human cases pre-dating the Huanan wet market outbreak. - Gurley personally funds investigative non-profits like U.S. Right to Know and offers to finance legitimate research testing either natural spillover or laboratory hypotheses.
中文简报
Gurley要求对新冠起源开展独立的费曼式调查 机构的自我保护与监管俘获阻碍了针对新冠病毒(Covid-19)起源的常规根因调查,严重削弱了公众信任,并使人类在未来的大流行面前脆弱不堪。 通过审视瑟夫赛德公寓倒塌事故、波音737 MAX坠机、卡特里娜飓风、福岛第一核电站事故以及挑战者号航天飞机失事等历史灾难,Bill Gurley分析了独立的“搜寻者”与防御性的机构“阻碍者”之间长期存在的冲突。他将这些危机中深入的死因剖析式调查与全球对COVID-19的应对措施进行了对比,痛陈尽管这场大流行估计造成了1500万人死亡,却完全缺乏一项独立的、费曼式的起源调查。Gurley重点指出了被压制的调查线索(如DARPA的DEFUSE提案),并赞扬了来自DRASTIC和U.S. Right to Know的民间调查人员;他坚称采用正规的CAPA(纠正和预防措施)根因分析,对于消除调查的政治化倾向、重建公众信任以及防范下一次灾难性失败至关重要。 Bill Gurley将以往灾难(瑟夫赛德公寓、波音737 MAX、卡特里娜飓风、福岛核事故以及挑战者号)的严谨调查,与COVID-19权威、独立的根因调查前所未有的缺失进行了对比;据估计,COVID-19造成了1500万人死亡和45万亿美元的经济混乱。 (18:45) 在重大历史灾难中,负有责任的机构往往会结成自保同盟充当“阻碍者”,但理查德·费曼(Richard Feynman)和黑川清(Dr. Kiyoshi Kurokawa)博士等外部“搜寻者”成功冲破了官僚体系的俘获,强制推行了结构性改革。 (10:00) 主张功能获得性研究的高级公共卫生官员不仅没有主导透明的调查,反而炮制出早期的共识,将实验室泄漏调查定性为阴谋论,致使调查落到了像DRASTIC和US Right to Know这样分散的局外人肩上。 (22:18) 在航空航天和医疗领域的CAPA(纠正和预防措施)标准下,2018年泄露的DEFUSE提案(其中概述了在蝙蝠冠状病毒中插入弗林蛋白酶切割位点)属于最顶级的首要证据,然而北卡罗来纳大学等机构仍旧在隐瞒相关记录。 (30:00)
Reading summary
Investor Bill Gurley argues that while past technological and civil catastrophes prompted unsparing forensic investigations that drove vital safety reforms, the response to COVID-19 broke this precedent through institutional obstruction and an orchestrated refusal to establish root-cause accountability. The Anatomy of Institutional Disaster Response (5:00) Gurley reviews historical disasters—including the 2021 Champlain Towers South collapse, the Boeing 737 MAX crashes, Hurricane Katrina's 2005 flooding, and the 2011 Fukushima Daiichi meltdown—to demonstrate that catastrophic failures stem from converging technical flaws and institutional compromises. In New Orleans, soil and design weaknesses rather than water overtopping compromised the levees, resulting in $125 billion in damage; at Fukushima, plant operator TEPCO buried prior risk assessments projecting 10- to 15-meter tsunami waves against its 5.7-meter seawall. Across these crises, culpable entities and captured oversight bodies—such as the FAA, the U.S. Army Corps of Engineers, and Japan's Nuclear and Industrial Safety Agency—reflexively operated as 'blockers' to shield themselves from scrutiny and liability. Independent Searchers and the Feynman Blueprint (15:18) Meaningful post-disaster remediation historically required independent 'searchers' willing to cut through administrative resistance to determine physical truth. During the Rogers Commission inquiry into the 1986 Space Shuttle Challenger disaster, physicist Richard Feynman bypassed scripted briefings, interviewed floor engineers directly, exposed defective O-ring elasticity on live television using ice water, and forced NASA to append his unedited technical report. Similarly, the Japanese Diet established an independent commission led by medical outsider Dr. Kiyoshi Kurokawa, who officially documented Fukushima as a preventable, man-made disaster. Gurley aligns these successes with the Corrective and Preventive Action (CAPA) methodology mandated in aerospace and medicine: detect, investigate, confirm root cause, correct, and prevent. The Investigative Void Surrounding COVID-19 (20:00) Contrasting past events with COVID-19, Gurley points out that an estimated 15 million fatalities and $45 trillion in economic disruption prompted no dedicated newspaper war rooms, bipartisan congressional committees, or Feynman-style independent commissions. Instead, Gurley contends that top public health authorities—including Dr. Francis Collins, Dr. Anthony Fauci, Dr. Peter Daszak, Sir Jeremy Farrar, and Dr. Ralph Baric—acted as institutional blockers. Having long advocated for gain-of-function pathogen research despite a prior federal moratorium, these officials faced profound cognitive dissonance. Rather than initiating a rigorous forensic inquiry, they coordinated papers in The Lancet and Nature Medicine to brand laboratory-origin questions as conspiracy theories, establishing what journalist Katherine Eban termed a 'manufactured consensus.' Grassroots Discovery and the DEFUSE Evidence (26:45) Because institutional science avoided forensic inquiries into origins, independent researchers and journalists—including DRASTIC, U.S. Right to Know, Dr. Alina Chan, Emily Kopp, Katherine Eban, Alison Young, and Zeynep Tufekci—uncovered critical evidence through Freedom of Information Act requests. Their most significant finding was the leaked 2018 DEFUSE proposal submitted to DARPA by EcoHealth Alliance, UNC, and the Wuhan Institute of Virology, which proposed engineering a furin cleavage site at the S1-S2 junction of bat coronaviruses—the exact genetic marker distinguishing SARS-CoV-2. Evaluated through standard CAPA protocols, this proposal constitutes a top-tier investigative lead, yet public records requests regarding relevant communications continue to face stonewalling by the University of North Carolina and state officials. Root Cause Over Retribution for Prevention (32:15) Gurley urges that investigating origins must remain non-partisan and distinct from punitive prosecution, warning that framing inquiries around criminal penalties only hardens resistance and creates more blockers. He highlights unresolved gaps in the natural spillover theory, noting that Chinese researchers tested 80,000 animals without finding an infected intermediate host, while unredacted emails revealed top health officials knew human infections predated the Huanan market outbreak. Refusing to declare certainty between a laboratory or animal origin without a completed, uninhibited root-cause investigation, Gurley insists that open inquiry is scientifically mandatory to rebuild broken institutional trust before the next pandemic strikes. Gurley concludes that refusing to rigorously investigate a crisis that claimed 15 million lives critically impairs future pandemic prevention, contrasting society's passive acceptance of institutional evasion with its preoccupation over speculative harms from artificial intelligence.
精炼阅读摘要
风险投资人比尔·格利(Bill Gurley)指出,人类应对重大灾难的科学核心在于克服体制阻力并追查根本原因,然而在造成1500万人死亡的COVID-19疫情中,传统的独立调查机制遭到系统性遏制与忽视。 历史灾难中的探索者与阻碍者博弈 (0:00) 在佛罗里达州冲浪侧公寓倒塌、波音737 MAX空难、卡特里娜飓风以及福岛第一核电站核泄漏等重大事故中,灾难成因均是工程技术缺陷与机构失职的结合。冲浪侧事故由设计缺陷、延误维护与公寓管委会不作为引发,最终由NIST及媒体调查催生了新的州立建筑检查法案;波音公司为应对空客A320neo竞争,在老旧机型上改装大引擎并隐瞒安装MCAS系统,导致两起致命空难;卡特里娜飓风造成1250亿美元损失,陆军工程兵团试图将堤坝溃决归咎于天灾,但独立调查证实是地基设计失误;福岛核事故中,东电隐瞒了10至15米海啸风险报告,仅维持5.7米防波堤,最终由日本国会首个非官方独立调查委员会(NAIIC)在黑川清博士带领下定性为人为灾难。 费曼调查范式与CAPA纠错机制的必要性 (15:18) 面对系统性崩溃,工业界与监管领域依赖CAPA(纠正与预防措施)五步法则:检测、调查、确认根本原因、纠正与预防。1986年挑战者号航天飞机失事后,罗杰斯委员会原本倾向于维持官僚体面,但诺贝尔奖得主理查德·费曼(Richard Feynman)绕开官方安排,直接向基层工人与工程师取证。费曼在公开听证会上用冰水和C型夹演示橡胶O型环在低温下失去弹性,并坚持将未经删改的调查报告作为附录F纳入结论。格利强调,没有对根本原因的彻底追问,真正的预防机制就无法建立。 COVID-19追责机制的缺位与利益冲突 (20:00) 格利指出,COVID-19造成了全球约1500万人死亡及45万亿美元的经济损失,其规模远超上述历史灾难的总和,但社会并未启动相应的追责程序。主流媒体未建立专门调查室,美国国会未成立两党联合委员会,卫生部门亦未组建由费曼或黑川清式独立学者主导的调查团。格利认为,安东尼·福奇、弗朗西斯·柯林斯、彼得·达萨克、杰里米·法拉尔及拉尔夫·巴里克等主流科学官员成为了体制阻碍者。这些专家长期倡导功能获得性研究,并在疫情爆发初期迅速通过《自然·医学》和《柳叶刀》发表言论,将实验室泄漏假说贴上阴谋论标签,从而陷入严重的认知失调与自我保护。 民调机构的突破与DEFUSE提案证据 在官方机构缺位的情况下,真相调查主要由DRASTIC网络团队及非营利组织“美国知情权”(USRTK)等独立群体通过《信息自由法》(FOIA)推动。分子生物学家陈爱莲、调查记者凯瑟琳·埃班、艾米丽·科普等学者与记者承受职业压力,披露了大量内部通信。其中DRASTIC揭露了生态健康联盟2018年向DARPA提交的DEFUSE研究提案,该项目计划与武汉病毒研究所及北卡罗来纳大学学者合作,在蝙蝠冠状病毒的S1-S2连接处人工插入弗林蛋白酶切割位点,这一特征正是SARS-CoV-2区别于其他野生冠状病毒的关键标志。格利利用无上下文的AI系统以CAPA标准评估该提案,AI将其评定为最高等级的直接调查线索,但北卡罗来纳大学及地方官员随后拒绝了相关公开记录请求。 格利声明自己并非断定实验室泄漏为定论,因为彻底的根本原因分析尚未展开;他反对将追责转化为党派报复,同时呼吁公众重塑科学探索精神,并指出中国研究人员测试了8万只动物均未发现中间宿主。如果官方继续掩盖真相并摧毁公众信任,人类社会在面对下一次大流行时将丧失有效的应对能力。
**联邦层面**:美国国家标准与技术研究院(NIST,在“9·11”后被赋予调查建筑物坍塌的法定职责)派出专家组(包括 Matrini、Reisner 和 Bell),展开长达五年的深入调查。 - **地方与行业专家**:瑟夫赛德镇政府聘请了被称为“建筑坍塌调查之狼”的传奇工程专家艾伦·基尔斯海默(Alan Kilsheimer)。 - **司法系统**:佛罗里达州法官兰德尔(Randall)召集大陪审团调查;同时 17 起受害者诉讼被合并审理,由原告律师特罗平(Tropin)与法官汉斯曼(Hansman)推进。 - **新闻媒体的杰出贡献**:刚经历破产重组的《迈阿密先驱报》(Miami Herald)在执行总编莫妮卡·理查森(Monica Richardson)的带领下全情投入,驻地记者艾伦·莱博维茨(Alan Leibowitz)事故后两小时即赶赴现场,调查记者莎拉·布拉斯基(Sarah Blasky)联合华盛顿大学工程学教授道恩·雷曼(Dawn Lehman)组建了 37 人的调查团队并构建了高精度 3D 还原模型,最终斩获普利策奖。理查森在获奖时直言:“我们将继续调查坍塌事件以找出原因,确保此类悲剧绝不再发生。” 格利总结指出,查明失效原因的终极目的在于“预防”。佛罗里达州在此事后彻底改革了公寓建筑法规,随后多个沿海州迅速跟进采纳,形成了制度化的安全闭环。 --- ### [05:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=300s) 波音 737 MAX 空难、六方追查者与 CAPA 科学纠错闭环 格利随后剖析了第二起震惊全球的工业灾难:2018 年 10 月与 2019 年 3 月接连发生的两起波音 737 MAX 空难(印尼狮航与埃塞俄比亚航空客机坠毁)。事件的核心起因源于商业竞争:空客(Airbus)推出了极其省油的机型抢夺市场份额,波音为了迅速反击且省去重新认证与巨额飞行员培训成本,仓促将尺寸更大的新型燃油发动机强行挂载在老旧的 737 机身上。为保证离地间隙,发动机安装位置必须前移,但这破坏了机身的空气动力学平衡,使得飞机在试飞测试中容易出现机头上扬仰角过大的致命隐患。 波音非但没有重新设计机体,反而在未告知飞行员和航司的情况下,秘密植入了一套名为 MCAS(机动特性增强系统)的软件。一旦机头迎角传感器报警,自动驾驶系统就会自动压低机头。在埃塞俄比亚航空空难中,单一迎角传感器发生故障发出错误读数,MCAS 误认为飞机在失速仰角并强行压低机头,可怜的飞行员在毫无知情权的情况下拼死与自动驾驶系统争夺控制权,最终导致飞机俯冲坠毁。 波音事件中,同样涌现了六大维度的调查者(Six Searchers)与阻挠势力的激烈抗衡: ```mermaid flowchart TD accTitle: 事故调查中的追查力量与阻挠势力对抗图 accDescr: 展示追查波音737 MAX空难真相的六大调查群体与试图掩盖真相的涉事机构之间的对抗关系 subgraph Searchers["六大追查力量(The Six Searchers)"] Gov["美国政府调查:参议院、众议院委员会与司法部 (DOJ)"] KNKT["印尼国家运输安全委员会 (KNKT):解读黑匣子关键数据"] Press["调查新闻界:西雅图时报 Dominic Gates (获普利策奖)、Peter Robeson 著书《盲飞》"] Whistleblowers["内部吹哨人:57名向参议院递交举报信的员工"] Families["受害者家属:持续向国会施加听证压力"] Union["飞行员公会:秘密录音、提起针对波音的信息自由法 (FOIA) 诉求"] end subgraph Blockers["阻碍机构(The Blockers)与体制失职"] Boeing["波音公司:指责飞行员训练不足、抱团筑墙自保"] FAA["美国联邦航空管理局 (FAA):拒绝向参议院提交调卷要求、被质疑与波音利益捆绑"] end subgraph Outcome["制度与科学归因闭环 (CAPA)"] RootCause["确认根本原因 (Confirm Root Cause)"] Prevent["实施整改与防范 (Correct & Prevent)"] end Searchers -->|"突破阻力与揭露真相"| Blockers Searchers --> RootCause RootCause --> Prevent ``` 格利在此揭示了令人震惊的体制阻力:涉事大机构在面临聚光灯时具有极强的“抱团自保”(circle the wagons)防御本能。波音最初公然将空难归咎于外籍飞行员训练水平不足;而作为监管者的 FAA 甚至拒绝向参议院调查委员会交出关键文件。参议员特德·克鲁兹(Ted Cruz)在听证会上当面痛批 FAA 局长已被波音“监管俘获”,直斥:“先生,你知道你不是在为波音工作吗?”更为讽刺的是,在第一起空难发生仅 45 天后,业内绝大多数人就已知晓 MCAS 软件是致命罪魁,但波音与 FAA 均拒绝全面停飞 737 MAX,直接导致数月后第二批无辜机组与乘客惨死。 格利特别指出,国会两院对波音的调查是高度跨党派合作的(众议院委员会主席 DeFazio、参议员 Cruz 与 Wicker 紧密协作),无人将其泛政治化。他进一步提炼出科学界通用的故障归因流程——**CAPA(纠正与预防措施,Corrective and Preventive Action)**: 1. **探测(Detect)** 2. **调查(Investigate)** 3. **确认根本原因(Confirm root cause)**:这是绝对不可逾越的关键环节,若不知道“为什么失败”,就绝不可能实现防范。 4. **纠正(Correct)** 5. **预防(Prevent)** CAPA 流程目前在 FDA(药品与医疗器械)以及航空航天工业中均已成为法定义务。讲完波音空难与预防科学后,格利将话题转向了 2005 年导致 1800 多人丧生的卡特里娜飓风(Hurricane Katrina)惨剧,准备进一步剖析涉及更庞大系统、更深层体制的灾难归因问题。 ### [10:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=600s) 卡特里娜飓风防洪堤溃败:人祸而非天灾,阻碍者与真相追寻者的博弈 卡特里娜飓风造成了 40 万人流离失所,经济损失高达 1250 亿美元。负责修建防洪堤的美国陆军工兵部队(Army Corps of Engineers)极力想让公众相信,洪水是因为风暴潮漫过了堤坝顶端,这是一场无法抗拒的“天灾”。然而,卡特里娜当时仅仅是一场三级飓风,真正的致命原因是堤坝底部发生淘刷,地基从下方彻底溃垮。这是一场完全可以预防的人为灾难。在这场悲剧背后,同样出现了典型的两方阵营:一类是竭力掩盖真相的“阻碍者”(Blockers),另一类则是穷追不舍的“探寻者”(Searchers)。 ```mermaid flowchart TD accTitle: 灾难调查中的双重失败与博弈模型 accDescr: 展示技术失效与机构失效如何共同导致灾难,以及阻碍者与探寻者之间的博弈。 subgraph Failures ["灾难的核心根源"] TF["技术失效 (Technical Failure)<br/>物理结构损坏、O型圈失效、堤坝溃决"] IF["机构失效 (Institutional Failure)<br/>监管俘获、掩盖报告、忽视安全警告"] end subgraph Forces ["调查中的博弈力量"] B["阻碍者 (Blockers)<br/>陆军工兵部队 / ASCE / TEPCO / 内部官僚"] S["探寻者 (Searchers)<br/>独立学者 / 深度记者 / 黑川清 / 理查德·费曼"] end Failures --> Forces B -- "掩盖、粉饰、阻挠" --> Result["调查结果与问责"] S -- "独立调查、现场实证、公开报告" --> Result ``` 真相探寻者来自多个维度:美国参众两院各自成立了调查委员会;媒体发挥了关键作用,《皮卡尤恩时报》的马克·施莱夫斯坦(Mark Schleifstein)和约翰·麦奎德(John McQuaid)早在飓风发生前三年就发表了一组预警系列报道,详细推演过这种溃坝情景,两人最终凭此两度斩获普利策奖;美国国家科学基金会(NSF)高度重视此事,通过竞争性评选派出了由加州大学伯克利分校两位教授牵头的独立调查组;路易斯安那州政府也从路易斯安那州立大学(LSU)聘请了专家团队。虽然各路调查团队时而各自行动,时而交流线索,甚至遭遇机构阻挠,但最终他们得出了一致结论:这是一起彻底的人为失误。 修建防洪堤的陆军工兵部队则充当了顽固的阻碍者。令人匪夷所思的是,工兵部队出资 100 万美元,邀请美国土木工程师学会(ASCE)加入其内部调查,结果 ASCE 逐渐被工兵部队同化收买,自身也沦为了阻挠调查的阻碍者。风波平息后,加州大学的雷蒙德·锡德(Raymond Seed)教授撰写了一份长达 42 页的公开报告递交给 ASCE,逐一详述并曝光了该机构在调查期间的所有阻挠行径。值得庆幸的是,真相的查明带来了实际的防范成果:基于调查提出的 90 项整改建议全部落地,投入 150 亿美元加固的新防洪工程至今已经稳稳守护了新奥尔良 20 年。 - 卡特里娜飓风灾难数据:40 万人流离失所,1250 亿美元直接损失。 - 防洪堤失败原因:属于地基淘刷的人为工程设计失误,而非官方辩称的水流漫顶天灾。 - 关键阻碍事件:陆军工兵部队斥资 100 万美元让 ASCE 参与内部审查,导致行业协会丧失中立性;锡德教授公开发表 42 页阻挠指控报告。 - 整改成果:采纳 90 项防灾建议,耗资 150 亿美元的防海墙工程成功经受住随后 20 年的考验。 --- ### [12:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=735s) 福岛核灾难:监管俘获与黑川清的独立调查 日本福岛第一核电站事故造成 2200 人死亡、15.4 万人流离失所,善后清理成本高达 2000 亿美元。这场灾难的表面机理十分直接:核电站面朝大海的防波堤仅有 5.7 米高,海啸巨浪越过防波堤摧毁了应急发电机,冷却系统彻底断电,导致反应堆堆芯相继熔毁。然而,早在事故发生前,内部研究报告就已预测未来 30 年内当地遭遇 10 到 15 米高海啸的概率极高,但这份预警报告被彻底压制并束之高阁。如果东京电力公司当初只是简单地加高防波堤,这场灾难根本就不会发生。 这再次凸显了绝大多数重大灾难背后的双重根源:**技术失效**与**机构失效**。技术失效是物理表象——建筑表面受损或防波堤过低;而机构失效则是背后的本质问题——为什么体制内的决策者会允许这种致命薄弱点长期存在?福岛核事故的本质是赤裸裸的“监管俘获”(Regulatory Capture)。负责运营电站的东京电力公司(TEPCO)与负责监督安全的日本原子能安全保安院(NISA)沆瀣一气,监管者与被监管者彻底沦为推杯换盏的利益共同体,在事故调查中合力阻挠真相浮出水面。在此期间,多方力量奋起追责:在东京分社工作 20 年的《纽约时报》记者马丁·法克勒(Martin Fackler)因此成为普利策奖最终入围者;排名第三的报纸负责人依光隆明抽调了 20 名调查记者专攻该议题,连获两项大奖;日本民众也走上街头抗议并提起法律诉讼。 这场灾难中的真正英雄,是受日本国会任命领导福岛核事故独立调查委员会的黑川清(Kiyoshi Kurokawa)。这是日本历史上首个完全独立于行政体系的民意调查委员会。黑川清确保委员会成员与涉事监管机构及电力公司无任何利益瓜葛,并获得了调取一切证据和传讯人员的绝对权力。黑川清在启动调查时立下了三项铁律:第一,一切以人类生命安全为核心,绝不卷入支持或反对核电的政治站位之争;第二,调查报告必须形成明确、切实可行的改进建议;第三,鉴于三哩岛与切尔诺贝利的前车之鉴,必须站在全球透明度的视角承担起历史责任。 令人惊讶的是,黑川清并非核物理学家,而是一位医学博士。他以极高的专业素养与优雅品格领导了这场调查。历时七个月后,委员会做出了一个打破日本常规的决定:调查报告率先公开发布英文版,以向全世界证明其公开透明的决心。报告在第一页的第一句话中便掷地有声地下了定论:“福岛核电站事故不能被视为一场自然灾害。它是一场彻头彻尾的人祸,一场本可以且理应被预防的灾难。” - 福岛事故数据:2200 人死亡,15.4 万人流离失所,2000 亿美元善后清理费用。 - 致命症结:防波堤高度仅 5.7 米,而早先关于 10 至 15 米海啸概率的预测报告被管理层刻意隐瞒。 - 制度漏洞:NISA 与 TEPCO 之间形成严重的“监管俘获”,导致安全监管名存实亡。 - 调查历史突破:黑川清领导了日本宪政史上首个拥有完全传票权、彻底剥离既得利益关系的独立国会调查委员会。 --- ### [15:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=915s) 挑战者号航天飞机失事:理查德·费曼的“非必要外交”与求真精神 1986 年 1 月一个寒冷的周二清晨,挑战者号航天飞机在升空后爆炸解体。这场悲剧的技术诱因众所周知:固体火箭助推器上的橡胶 O 型密封圈在极寒天气下失去了弹性。发射前夜,负责制造助推器的分包商工程师曾极力反对发射,警告严寒可能引发灾难,但其意见被航天局高层全盘无视。这又是一起技术失效叠加机构傲慢与官僚失职的典型案例。灾难发生后,罗纳德·里根总统成立了由威廉·罗吉斯(William Rogers)领导的总统调查委员会(罗吉斯委员会)。 委员会成员名册上几乎清一色是政商军界体制内的权威:登月第一人尼尔·阿姆斯特朗(Neil Armstrong)、资深宇航员、空军将军、华盛顿官僚以及 NASA 高管。有人提出应当邀请加州理工学院教授、诺贝尔物理学奖得主理查德·费曼(Richard Feynman)加入,其初衷不过是希望借一位世界顶级物理学家的声誉为委员会提供背书。然而华盛顿的官僚们完全打错了算盘——他们招募进来的,是一个拥有绝对独立精神、极度执着于求真、且对官场“虚与委蛇的外交礼节”毫无耐心的科学怪杰。 费曼起初厌恶华盛顿的官僚作风,是其妻子说服他接受了任命。但一旦答应,费曼立刻将接下来半年的全部日程一笔勾销,全职投入调查,这是委员会中绝无仅有的举动。在委员会尚未在华盛顿正式召开会议之前,费曼就已经自行飞往 NASA 各地基地,直接去车间和一线技术人员交谈。当他到达华盛顿后,委员会那种敷衍塞责的气氛令他格格不入。尼尔·阿姆斯特朗甚至当面劝阻他道:“你要明白,我们只是负责评估,并不是在搞调查。”但对费曼而言,这句话来得太晚了,因为他早已在第一线挖掘真相了。 关于费曼在此次调查中的表现,有三个极具代表性的历史细节: 其一,在听证会期间,罗吉斯在洗手间偶遇阿姆斯特朗,忍不住大声抱怨道:“费曼这家伙简直就是个巨大的刺头(a real pain in the ass)。” 其二,在向全美公众直播的听证会上,费曼搞了一场极具戏剧性的即兴科学演示:他将一小块 O 型密封圈材料用夹具夹紧,当众浸入面前的冰水杯中,几秒钟后取出松开,材料彻底丧失了回弹性,当场开裂。这一当众戳穿官方谎言的实证举动让委员会高层恼羞成怒,却彻底把物理真相钉死在公众眼前。 其三,在最终报告起草阶段,委员会试图把费曼尖锐的调查结论大事化小、粉饰太平。费曼愤怒至极,直接给主席罗吉斯打电话下了最后通牒:“既然如此,请把我的名字从最终报告中撤下。”由于费曼已经在电视直播中完成了冰水实验,委员会根本无法承受他退出所引发的舆论风暴,最终不得不全盘妥协。费曼所有原始、未被删改的个人调查笔记,最终以“附录 F”(Appendix F)的形式原汁原味地编入报告公之于世。 --- ### [18:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1080s) 终极追问:面对造成45万亿美元损失的 COVID-19,我们的费曼在哪里? 比尔·格利话锋一转,将前述所有关于卡特里娜飓风、福岛核事故、挑战者号航天飞机以及波音坠机事件的分析串联在一起,揭示了这次演讲的核心目的——直面 COVID-19 世纪大流行。2019 年 12 月爆发的新冠疫情在全世界范围内造成了大约 1500 万人死亡,颠覆了地球上每一个普通人的正常生活,给全球经济造成了高达 45 万亿美元的恐怖损失。这场灾难对下一代的摧残尤为严重:全球儿童普遍面临学习倒退的困境;而格利自己的孩子当时正在上高中和大学,恰好被剥夺了人生中最具塑造性、最宝贵的三年光阴。 格利动情且严肃地表示,任何人都不希望在有生之年再经历一次这样的浩劫。但令人极度不安的反差在于:对于前面谈到的每一场重大灾难,人类最终都依靠独立、勇敢的“探寻者”找出了不可辩驳的根本原因(Root Cause);然而针对这场造成 1500 万人丧生、45 万亿美元损失的全球大灾难,六年时间过去了,人类至今仍被蒙在鼓里,没有人查明病毒大流行的真正源头。 在全场演讲的最高潮,格利将炮火对准了当下科技界对人工智能末日论的泛滥炒作,以一句极具冲击力的警句收尾:“所以,请原谅我——当某些 AI 行业的巨头整天恐吓我们他们的聊天机器人会对人类造成多大危害时,我根本感到毫无畏惧;因为当面对这场已经切切实实把人类世界摧毁过一遍的现实灾难时,你们甚至都拿不出勇气告诉我它究竟是从何而来的!” - COVID-19 影响数据:全球死亡约 1500 万人,全球经济损失估算达 45 万亿美元。 - 格利个人感受:子女在高中与大学阶段失去了三年黄金成长期,对未来重演类似悲剧怀有极深忧虑。 - 核心论点反差:历史上每一场空难、核难、水灾都有“理查德·费曼式”的探寻者查出真相;唯独面对 COVID-19,制度性阻碍彻底压倒了科学溯源。 ### [20:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1200s) 惨痛规模与彻底缺席的调查机制 比尔·格利(Bill Gurley)将话题直接切入到对新冠疫情(COVID-19)灾难规模的重新审视。他直言,自己对“发生第二次新冠疫情的概率”(P second COVID)的担忧,远比对 AI 带来人类灭绝风险的概率(P doom)要高得多;如果那些 AI 模型真的那么聪明,倒不如先让它们来算清楚新冠病毒到底从何而来。格利在此前梳理了五场重大历史灾难,将其死亡人数与经济损失相加,总计约为 5,000 人丧生和 3,490 亿美元损失。然而,新冠疫情带来的破坏力是这些历史灾难总和的整整 3,000 倍。当年理查德·费曼(Richard Feynman)在调查“挑战者号”航天飞机失事时,有人曾劝他态度更客气一些,费曼当场反驳:“可是有七个人死了!”格利激动地质问道:面对七个人的死难,我们尚且必须打破客套、穷尽真相,那么当全球有 1,500 万人失去生命时,我们又该以怎样的态度去面对? 格利进一步指出,即便把人类历史上所有的空难、飓风、核事故、大楼坍塌以及航天事故的伤亡全部加在一起,也仅仅达到新冠浩劫的三分之一。按理说,全人类都应当拼尽全力找出真相,以彻底杜绝悲剧重演。然而,令人不寒而栗的是,此前在那些规模远小于此的灾难中,所有运转良好的制度化追责机制在新冠面前竟全部失灵:没有一家主流媒体成立拥有 30 人以上深度调查记者的编辑部;没有出现像格茨(Gary Gates)、施莱夫斯坦(Mark Schleifstein)或弗拉卡德(Flackard)那样获得报社全力支持、咬住线索不放的调查记者;没有成立类似应对卡特里娜飓风或波音 737 MAX 事故的两党参众两院联合调查委员会;没有指派类似费曼或黑川清(Kiyoshi Kurokawa)这样具有独立超然地位的调查专家;国家标准与技术研究院(NIST)或国家科学基金会(NSF)启动了其他灾难的科学调查,但美国国立卫生研究院(NIH)却未曾资助任何第三方调查;甚至连一场旨在厘清真相的受害者大规模集体诉讼都未曾出现。 ```mermaid flowchart TD accTitle: 新冠溯源调查机制的全面缺失 accDescr: 对比历史重大灾难健全的追责体系,新冠疫情在调查团队、国会机制、科学资助与法律诉讼上均处于缺席状态。 subgraph Historical["常规重大灾难追责机制"] H1["30+人专项深度调查报道组"] H2["国会参众两院跨党派调查委员会"] H3["中立权威学者独立审查 (如费曼/黑川清)"] H4["独立科学机构资助调查 (NIST/NSF)"] H5["受害者大规模法律诉讼与事实披露"] end subgraph CovidReality["新冠疫情应对现状"] C1["主流媒体集体噤声/缺乏专项深挖"] C2["政客陷入党派撕裂,调查委员会缺位"] C3["核心涉事圈内人把持话语权并充当阻碍者"] C4["官方资助机构 (NIH等) 拒绝支持独立第三方溯源"] C5["缺乏系统性司法追责与信息解密渠道"] end Historical -.->|"灾难规模达3000倍,机制却彻底归零"| CovidReality ``` --- ### [22:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1335s) 五位所谓的“专家”实为“阻碍者” 面对这种全面的调查空白,格利剖析了背后的深层阻力。他强调,长期以来公众被灌输去信任的五位所谓“权威专家”——前 NIH 院长安东尼·福奇(Anthony Fauci)与弗朗西斯·柯林斯(Francis Collins)、生态健康联盟(EcoHealth Alliance)主席彼得·达萨克(Peter Daszak)、惠康基金会(Wellcome Trust)前负责人及世卫组织高层杰里米·法拉尔(Jeremy Farrar),以及美国北卡罗来纳大学顶级冠状病毒学家拉尔夫·巴里克(Ralph Baric)——本质上根本不是中立的专家,而是这场调查的“阻碍者”(blockers)。他们的行为逻辑,与此前在灾难调查中极力推卸责任的美国联邦航空管理局(FAA)、波音公司以及美国国家航空航天局(NASA)官僚如出一辙。 格利列举了判定他们是阻碍者的四大核心铁证: - **同行圈内人的利益捆绑(Virology Insiders)**:作为病毒学领域的核心既得利益者,当聚光灯照向他们时,本能的反应就是抱团取暖、构筑防御圈。 - **带头操弄虚假信息宣传**:他们主动发起舆论战,诱导公众脱离真正关键的调查线索,并命令外界“停止探究”。 - **长期狂热支持功能获得性研究(Gain-of-Function)**:所谓功能获得性研究,就是人为改造病毒,使其对动物或人类更具杀伤力和传染性。在奥巴马政府明令禁止该类研究后,这群人依然不遗余力地游说推动。福奇甚至在 2011 年的《华盛顿邮报》社论中公开鼓吹这种实验“利大于弊”。格利直言,从行为心理学角度看,如果一个人曾向全世界信誓旦旦地保证某项高危实验利大于弊,他绝不可能在事后保持客观;面对 1,500 万人的死亡,人类大脑为了防止自我崩溃,必定会强行欺骗自己“这绝不可能是实验室引发的灾难”。 - **彻底放弃溯源搜索**:这是最致命的一点。他们不仅在半途叫停搜索,而且“从一开始就从未启动过真正的溯源”,甚至至今仍拒绝展开调查。 --- ### [24:45](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1485s) 追寻真相的真正英雄与遭到的攻击 在主流学术体制陷入瘫痪之际,推动真相浮出水面的力量来自边缘体制和民间自发群体。格利重点提到了由分散在各地的二十多位科学家自发结成的去中心化协作组织 DRASTIC,以及通过持续提起《信息自由法》(FOIA)诉讼挖掘出大量内幕文档的非营利组织“知情权组织”(U.S. Right to Know)。格利动情地介绍了五位顶着巨大行业压力挺身而出的女性英雄: 1. **陈艾莲(Alina Chan)**:分子生物学家,最早敏锐指出新冠病毒结构特征“仿佛天生为感染人类而设计”的学者之一。她与马特·里德利(Matt Ridley)合著了揭露起源问题的专著,并在《纽约时报》发表了两篇重磅客座专栏文章。 2. **凯瑟琳·埃班(Katherine Eban)**:首位公开发声打破沉局的资深记者。她在《名利场》(Vanity Fair)上发表了长篇深度报道《追寻新冠起源之战》(The Fight to Discover COVID Origins),其标题精准揭示了问题核心——这场战斗的核心正是关于“真相发现程序本身是否被阻挠”。 3. **艾米莉·科普(Emily Kopp)**:U.S. Right to Know 的调查调查员,通过旷日持久的 FOIA 诉讼挖掘出最为关键的涉案内部通讯和申报材料。 4. **泽伊内普·图费克奇(Zeynep Tufekci)**:普林斯顿大学社会学教授、《纽约时报》专栏作家,以严密的社会学与制度学视角持续批判官方叙事。 5. **艾莉森·扬(Alison Young)**:著有《潘多拉的赌局》(Pandora's Gamble)一书,详尽梳理了新冠爆发前全球各类实验室泄漏事故的历史教训。 格利特别指出,这五位杰出女性因为敢于挑战学术建制派的权威,遭遇了极其恶毒的人身攻击,甚至有部分攻击直接来自于前述五位男性学术官僚。格利对此痛斥“不可理喻”,并坚定地称这五位逆流而上的女性是真正的时代英雄。 --- ### [26:50](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1610s) 精心策划的虚假共识与被隐匿的 DEFUSE 提案 最后,格利揭露了阻碍者们如何操弄学术机制,构建起一堵阻挡公众视线的“虚假共识”(Manufactured Consensus)高墙。在疫情爆发之初,这群人利用自身在学术期刊界的话语霸权,在短短一周左右的时间内仓促拼凑并在顶级期刊《自然·医学》(Nature Medicine)发表了《近端起源》(The Proximal Origin of SARS-CoV-2)论文,随后又在《柳叶刀》(The Lancet)联名刊发声明。在根本没有进行实质性实地调查的情况下,他们断言病毒起源必定是“动物自然溢出”,并给任何提出实验室泄漏假说、甚至仅仅是提出质疑的人,统统扣上“阴谋论者”的帽子。 这种学术操作成功污染了维基百科词条并误导了全网引用,更将一个纯粹的科学溯源问题异化为不可调和的政党政治对立——在民调中,人们对病毒起源的看法竟然完全由其是民主党人还是共和党人来决定。然而,随着近年越来越多泄露的内部邮件曝光,人们发现这批科学家在私下通信中的恐慌与公开论文中的断言存在巨大矛盾。图费克奇在 Twitter/X 上严厉发文,直斥这是“由科学建制派最高层策划、由一群自私自利的科学家故意误导公众以掩盖实验室事故可能性的无可辩驳的共谋铁证”;该推文获得了 40 万浏览量,且没有任何读者提出质疑批注(Community Notes)。埃班则将其直白地定性为“被制造出来的共识”。 更具爆炸性的是,在疫情爆发整整三年后,民间科学家团队 DRASTIC 挖掘出了一份此前被彻底隐瞒的核心机密文件——**“DEFUSE 提案”**。格利现场询问台下听众谁听说过这项提案,全场数千人中仅有寥寥三四人举手。格利援引一项科学家调查数据表明,在坚信新冠属于自然溢出的受访科学家中,有高达 78% 的人竟然从未听说过 DEFUSE 提案。这份由彼得·达萨克的生态健康联盟向美国国防高级研究计划局(DARPA)提交的真实项目申请,直接串联起了拉尔夫·巴里克、冠状病毒人造改造位点以及武汉实验室之间的关键技术链路。 - 关键期刊操作:《近端起源》(The Proximal Origin)论文在短短几天内草就,成为压制实验室泄漏假说的核心学术大棒。 - 舆论极化后果:科学溯源问题被政治化,认知被党派身份绑定,导致主流公众与学者被彻底蒙蔽。 - 认知鸿沟数据:高达 78% 支持自然溢出论的科学家完全不知晓 DEFUSE 提案的存在,凸显关键信息遭遇了系统性学术信息封锁。 ### [30:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1800s) DEFUSE 项目提案与阻碍调查的“拦截者” Bill Gurley 深入分析了一份至关重要的核心档案——DEFUSE 项目提案。该提案由北卡罗来纳大学/杜克大学顶尖病毒学家(Ralph Baric 等人)与武汉病毒研究所被称为“蝙蝠女”的石正丽联合提出,内容赫然写着:计划在蝙蝠冠状病毒的 S1-S2 结合处插入一个弗林蛋白酶切割位点(furin cleavage site),因为他们推测这会增强病毒在动物体内的致病性与传播力。Gurley 表示自己做了一个“纯净会话”(clean session)的 AI 实验,不提供任何历史对话背景,仅提问:“如果我想依照纠正与预防措施(CAPA)的科学原则调查新冠溯源,发现 DEFUSE 提案该作何反应?”所有 AI 工具给出的反馈高度一致:“这是极其关键的直接调查线索”、“最高优先级证据”、“最高等级的一手书面证据”。Gurley 笃定指出,若这份文件在 2020 年 1 月就被公之于众,全球关于疫情起源的讨论必将完全不同。 ```mermaid flowchart TD accTitle: DEFUSE 提案与 CAPA 科学调查流程 accDescr: 展示从 DEFUSE 关键文件发现到推进调查所面临的阻碍与应对路径 subgraph Evidence["核心证据发现"] D["DEFUSE 项目提案<br>(Baric & 石正丽)"] --> E["关键内容:在 S1-S2 插入<br>弗林蛋白酶切割位点"] E --> AI["AI CAPA 科学评估:<br>最高等级直接线索"] end subgraph Roadblock["调查阻碍与诉求"] AI --> UNC["溯源者申请调取档案:<br>北卡罗来纳大学 (UNC)"] UNC --> Block["州政府与校方阻挠交出文件<br>(Blockers)"] Block --> Action["呼吁行动:穿透阻碍、<br>推动独立调查委员会"] end ``` 追寻真相的“探索者”(searchers)与参议员兰德·保罗(Rand Paul)早已知晓这份文件。当 Gurley 询问 AI 按照 CAPA 流程下一步该做什么时,AI 的建议是调取北卡罗来纳大学(UNC)和杜克大学的相关内部文档。然而现实中,北卡罗来纳大学和北卡州政府却成了顽固的“拦截者”(blockers),坚决拒绝交出档案。Gurley 在现场呼吁,如果台下观众有人认识北卡大学董事会成员,务必去质问他们:他们试图掩盖和保护的利益,难道比预防下一场全球大灾难还要重要吗?他还推荐大家观看马特·里德利(Matt Ridley)与美国国家卫生研究院(NIH)的杰伊·巴塔查亚(Jay Bhattacharya)在今年三月的对谈,以全面了解目前的调查进展。 - **DEFUSE 提案要点**:计划人为在蝙蝠冠状病毒基因组的 S1-S2 剪切位点植入弗林蛋白酶切割位点以增强感染性,与新冠病毒独特的基因特征惊人契合。 - **调查受阻**:北卡罗来纳大学与北卡州官方拒绝依法公开相关合作通信与实验记录。 - **推荐参考**:Matt Ridley 与 Jay Bhattacharya 的访谈是快速掌握溯源最新事实的重要资料。 --- ### [32:04](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1924s) 科学探索精神与摆脱党派偏见的呼吁 Gurley 情绪激昂地呼吁全社会支持那些勇敢探寻真相的人。他坦言自己无法像安东尼·福奇(Anthony Fauci)那样自诩“代表科学”,但他可以坚定地宣称自己“代表科学探究(scientific inquiry)”。他反驳道:“没有任何人有权告诉你‘不能去探索’,这毫无道理。敢于探索并不意味着你是坏人,探索者才是高尚的人。” 在应对阻碍者的问题上,Gurley 指出策略应当是绕开并穿透他们,而不是盲目攻击。他直言兰德·保罗将重点放在“刑事起诉”上是一个错误,整个行动的核心目标必须是“根本原因分析与未来预防(root cause and prevention)”。疫情起源绝不应沦为党派政治的工具:“如果你对新冠起源的看法取决于你的选票投给谁,请你务必重新思考。”他呼吁传统新闻编辑室像 Monica Richardson 那样勇于挖掘真相,并期盼能成立一个真正中立的独立调查委员会,找到我们这个时代的吉川(Kirikawa)或费曼(Richard Feynman)。演讲尾声,Gurley 引用了柏拉图的名言结束分享:“我们很容易原谅害怕黑暗的孩子,而人生真正的悲剧,是成人害怕光明。”全场爆发出持久而热烈的起立鼓掌。 - **核心原则**:科学的本质是无休止的求真,而非树立不可质疑的权威。 - **去政治化**:拒绝将病毒溯源打上左右翼的党派标签,将目标聚焦于根因预防而非政治清算。 - **经典引言**:“We can easily forgive a child who is afraid of the dark. The real tragedy in life is when men are afraid of the light.” --- ### [34:03](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2043s) 为什么没有主流调查记者去角逐普利策奖? 演讲结束后,主持人(Jason Calacanis)上台拦下准备退场的 Gurley,组织了一场极为走心的追问。主持人感叹两人认识 30 年,此前只见过 Gurley 动容过两次(一次是在杰森·伊斯贝尔的演唱会上,另一次是球具出问题),而这一次他感受到了 Gurley 极度深沉的情感与愤怒。这场灾难对整整一代年轻儿童造成的伤害,让 Gurley 难以释怀。Gurley 直言,这一切的驱动力全在于“预防”——如果明天暴发新的大流行,我们不仅没有任何长进,反而会做得更糟,因为此前官方的虚假信息运动彻底摧毁了公众的信任体系。 随后主持人抛出了一个尖锐问题:Gurley 在演讲中屡次提及调查新闻的崇高价值与普利策奖的荣耀,那为什么在如此巨大的历史事件面前,主流媒体没有投入海量资源去调查溯源、争夺普利策奖?甚至在福奇等人涉及豁免争议的背景下,媒体反而集体沉默?Gurley 解释说,布鲁金斯学会曾有一场关于“媒体为何在新冠报道中集体失职”的深度研讨会,艾米莉·科普(Emily Kopp)和凯瑟琳(Katherine)等独立女记者一针见血地指出:主流病毒学专家集团联手制造了庞大的舆论虚假信息壁垒,将所有提出合理疑问的记者打上“不敬专业、制造失礼(faux pas)”的污名标签。主流记者害怕被排挤,最终放弃了追问。Gurley 再次呼吁新闻界重拾良知加入调查,因为真正的答案已经越来越近。 - **公共信任崩塌**:官方以谎言和打压应对质疑,直接摧毁了公众对公共卫生指引的信任基础。 - **媒体失职根源**:顶尖病毒学家结成攻守同盟,给提问者扣上“阴谋论者”的帽子,形成了行业寒蝉效应。 --- ### [36:10](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2170s) 拒绝站队与 80,000 只动物零感染的严酷事实 主持人进一步斥责当时的社会氛围极其荒谬且邪恶:哪怕只是客观地问一句“这有没有可能是武汉实验室泄漏的?你们是不是资助了功能获得性研究(gain-of-function)?”,提问者就会被扣上“反科学阴谋论者”的罪名予以精神绞杀。Gurley 则从行为心理学的角度冷峻地分析道:“心理学家会告诉你,人类为了维持自己的心理防线与理智平衡,极其擅长自我欺骗。” 在被问及 Gurley 自己倾注了数千小时研究、作为全美认知最深入的“前 0.1% 的人”,内心到底认定哪一种假说才是最可能的真相时,Gurley 给出了极为克制且符合科学原则的回答:“我特意在演讲中不站队任何一方,因为我们至今还没有查明根本原因(root cause)。”他强调,如果有人坚信这是动物自然溢出(animal spillover),他也完全支持并愿意资助相关的动物宿主研究。然而一个不可忽视的现实是:中国官方筛查了多达 80,000 只动物,却没有检测出一例阳性或中间宿主跨物种传播的痕迹。考虑到若能坐实华南海鲜市场自然起源假说,中国就能彻底洗清实验室泄漏的指责,他们拥有全天下最强烈的动机去找到染疫动物,但至今一无所获。更有甚者,最新曝光的内部文件中显示,福奇早在华南海鲜市场发生“超级传播事件”之前,就已经知晓存在多例更早的新冠感染病例。主持人最后由衷致敬,称这项溯源可能是 Gurley 一生中最重要的工作,全场再次向这位执着的求真者报以雷鸣般的掌声。 - **80,000 只动物检测为零**:高强度排查未找到任何自然中间宿主,自然溢出假说缺乏最关键的生物学实证。 - **海鲜市场前已有病例**:最新披露的档案证明,在海鲜市场群体感染之前已有多起独立早期病例。 - **Gurley 的科学求真态度**:不仅自费资助了非营利调查机构 U.S. Right to Know,更承诺只要有人愿意遵循科学方法寻找染疫动物,他也同样乐意出资资助。 ## Notable quotes > [00:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=0s) 我们将继续调查坍塌事件以找出原因,确保此类悲剧绝不再发生。 — 莫妮卡·理查森 > [05:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=300s) 先生,你知道你不是在为波音工作吗? — 特德·克鲁兹 > [12:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=735s) 福岛核电站事故不能被视为一场自然灾害。它是一场彻头彻尾的人祸,一场本可以且理应被预防的灾难。 — 黑川清 > [15:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=915s) 你要明白,我们只是负责评估,并不是在搞调查。 — 尼尔·阿姆斯特朗 > [15:15](https://www.youtube.com/watch?v=A4Q7zAayW20&t=915s) 既然如此,请把我的名字从最终报告中撤下。 — 理查德·费曼 > [18:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1080s) 所以,请原谅我——当某些 AI 行业的巨头整天恐吓我们他们的聊天机器人会对人类造成多大危害时,我根本感到毫无畏惧;因为当面对这场已经切切实实把人类世界摧毁过一遍的现实灾难时,你们甚至都拿不出勇气告诉我它究竟是从何而来的! — 比尔·格利 > [20:00](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1200s) 可是有七个人死了! — 理查德·费曼 > [32:04](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1924s) 没有任何人有权告诉你‘不能去探索’,这毫无道理。敢于探索并不意味着你是坏人,探索者才是高尚的人。 — 比尔·格利 > [32:04](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1924s) 如果你对新冠起源的看法取决于你的选票投给谁,请你务必重新思考。 — 比尔·格利 > [32:04](https://www.youtube.com/watch?v=A4Q7zAayW20&t=1924s) 我们很容易原谅害怕黑暗的孩子,而人生真正的悲剧,是成人害怕光明。 — 柏拉图 > [36:10](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2170s) 心理学家会告诉你,人类为了维持自己的心理防线与理智平衡,极其擅长自我欺骗。 — 比尔·格利 > [36:10](https://www.youtube.com/watch?v=A4Q7zAayW20&t=2170s) 我特意在演讲中不站队任何一方,因为我们至今还没有查明根本原因。 — 比尔·格利 ## Mentioned Bill Gurley, Richard Feynman, Kiyoshi Kurokawa, Anthony Fauci, Francis Collins, Peter Daszak, Jeremy Farrar, Ralph Baric, 石正丽, Alina Chan, Katherine Eban, Emily Kopp, Zeynep Tufekci, Alison Young, Matt Ridley, Jay Bhattacharya, Rand Paul, Ted Cruz, Peter DeFazio, Roger Wicker, Neil Armstrong, William Rogers, Monica Richardson, Sarah Blasky, Alan Kilsheimer, Raymond Seed, Mark Schleifstein, John McQuaid, Martin Fackler, Jason Calacanis, Plato, 波音 737 MAX, MCAS, 挑战者号航天飞机, 罗吉斯委员会, DEFUSE 提案, DRASTIC, U.S. Right to Know, EcoHealth Alliance, 武汉病毒研究所, 北卡罗来纳大学 (UNC), 杜克大学, 美国国防高级研究计划局 (DARPA), 美国国家卫生研究院 (NIH), 美国国家标准与技术研究院 (NIST), 美国国家科学基金会 (NSF), 美国联邦航空管理局 (FAA), 美国陆军工兵部队, 美国土木工程师学会 (ASCE), 东京电力公司 (TEPCO), 日本原子能安全保安院 (NISA), 印度尼西亚国家运输安全委员会 (KNKT), 自然·医学 (Nature Medicine), 柳叶刀 (The Lancet), 名利场 (Vanity Fair), 迈阿密先驱报 (Miami Herald), 纽约时报 (The New York Times), 西雅图时报 (The Seattle Times), 布鲁金斯学会, CAPA (纠正与预防措施) ## Video description (0:00) Bill Gurley takes the stage at the All-In Summit (1:29) Bill's Presentation: Searching for Feynman Links to additional resources mentioned in talk and used in research: https://www.p3.institute/searching_for_feynman_resource_links.html Thanks to our partners for making this possible! You're not just a commentator, right? You've been an operator. I'd love to unlock this latent human potential. There's been no time in the history of the world where you can learn faster. You can increase your surface area for luck. I'm not a big fan of these dystopian narratives. to run as fast as you can. Please welcome Bill Gurley. It's good to be here again. Three years ago, I gave a talk on regulatory capture, and this group was quite kind in how they reacted and how that video was promoted. And I'm very happy we got that word out into the public discourse. Obviously, today you hear it quite a bit. I have a different topic I'm going to talk to you about today. I'm not going to talk about AI. I'm going to talk about AI. It's a serious topic, and so there might not be as many fun joke parts in it, but it's something that's been weighing on my mind for the past five or six years, and I'm thankful that the team here allowed me to come to talk to you about it, and I'm hopeful that we can have an impact by getting the word out on this as well. I'm going to start by talking to you about some catastrophes that have happened in the world and how humans normally respond to them. This is the Chamberlain Towers in Surfside, Florida. You may remember in June of 2021 when the building suddenly collapsed, 98 people died. What happened? There were design areas from the very beginning. There was poor maintenance schedule. And then the board of the condominium did not listen to an inspection report that said they needed to take care of this. Three different things. That's kind of the institutional failure. The technical failure was different, and you can see it here. This is a New York Times article. Hopefully they can push play so you can see. It's a 3D article. If they can't make it play, you'll have to watch it on your own. Here we go. But the reason I want you to see this isn't to talk about the details of exactly how this collapsed. It turned out the pool deck was exposed to saltwater air. It corroded. The pool deck collapsed into the basement, which took out the structural columns, and the building came down. about how this happened, which comes from doing primary investigative work. There were four other parallel investigations that happened. The NIST is the National Institute of Standards and Technology. After 9/11, they were assigned as a federal agency to go investigate what happened. in a building collapse. These two individuals, Matrini Reisner and Bell, would spend five years on this. Alan Kilsheimer is the wolf of building collapses. He's who you call when you want to figure out what happened. The town of Surfside hired him. Judge Randall would convene a grand jury in the state of Florida to investigate this, and there were 17 victim lawsuits. which got put under a single class. Tropin was the litigant, and Hansman was the judge that did that. All of these different groups were doing investigations on their own, sometimes running into each other, sometimes helping each other out, but all trying to get at what caused the failure. Thank you. One particularly heroic group was the Miami Herald. They had just gone through bankruptcy. They had a new executive editor named Monica Richardson, but they went after this hard. The beat reporter, Alan Leibowitz, was on the scene within two hours. Sarah Blasky would lead an investigative team. They would eventually find Dawn Lehman, who is a professor at the University of Washington, and she would join the team. They would staff up to 37 people on this. They have a 3D model that's equally impressive to the New York Times one. And they would deservedly win a Pulitzer Prize for the work that they did. When they won it, Monica Richardson, the executive editor, who also won an award for executive editor of the year from her peers, said, "We will continue to investigate the collapse to find answers to how this happened to ensure a tragedy like this never happens again." Now, finding the failure cause doesn't help if you don't prevent. This is a list of some of the changes that went into all the condominium rules in Florida. And thankfully, multiple other states, especially coastal states, adopted them. So you have change that causes prevention. That's what you want to have happen when these things happen. 737 MAX crash. Unfortunately, there were two crashes, October 2018 and March 2019. [5:00] Okay. For those of you who don't know what happened, let me give you the really short version. Airbus had come out with a plane that was incredibly fuel efficient, and they were starting to take share from Boeing. Boeing wanted to respond. If they built a new plane, it required tons of hours of teaching and training, and that makes it harder to sell. So they decided they would attach a fuel efficient engine to an old plane, the 737. That's how you get the name 737 MAX. big and they had to move it forward on the wing. When you move it forward on the wing, the plane is imbalanced. And they had this problem during test flights when it would occasionally tip up. So they wrote a piece of software, secret software called MCAS, MCAS, and they put it in there without telling anybody. And if the sensor went off and told them the plane was tipping up, the autopilot would push it down. The poor pilot that was flying the Ethiopian Airways flight, his sensor malfunctioned. The software thought that the plane was tilting up and it pushed it into the ground. That's what happened. There were many people that investigated this. I call them the six searchers. The U.S. government did a Senate commission, a House commission, and the DOJ went after it. K&KT is the Indonesian agency that had the right to inspect the black boxes. They could tell very quickly the pilot was fighting the autopilot. The press played a key role. Dominique Gates had followed Boeing for the Seattle Times for 16 years. He would win a Pulitzer for his work here. Peter Robeson wrote a book called Flying Blind. You can tell why it would have that title. Fifty-seven whistleblowers sent letters into the Senate to tell on Boeing. The victim's family showed up and were ever-present and put pressure on Congress to make sure something happened. And the head of the pilots union was very upset that they had put this piece of software in there and not told the pilots. with the pilots union and they secretly recorded what Boeing said and gave it to the press. And then when they wouldn't respond to Boeing's request, the pilots union issued FOIA requests against Boeing. It's unheard of. Now in these situations where you have six searchers, you also have blockers. And unfortunately in this case, both Boeing and the FAA were being unhelpful in trying to find out what happened. Boeing initially accused the pilots of not being trained well enough. The FAA refused document requests to the Senate panel. And one thing I would tell you about these big organizations, when you put a spotlight on them, they can feel the weight of that spotlight and they circle the wagons. I think part of it's institutional. I don't think they're necessarily evil. They're just they have a sixth sense about how to respond when they're put on the spotlight like that. The other thing that's interesting here is a lot of people came to think that Boeing and the FAA were working as one. Senator Ted Cruz, when he had the head of the FAA in front of the Senate, Literally accused him of being captured. There's our favorite word again. And he even said to him, sir, do you know you don't work for Boeing? One of the real failures here in this case, 45 days after the first crash, almost everyone knew the MCAS software was at fault. And no one grounded the plane. Boeing didn't ground the plane, the FAA didn't ground the plane. And the second crash, I mean the first crash should have never happened because that piece of software should have been identified, which would have required retraining, but the second crash should have really never happened. I wanted to share with you, I don't want to go through this in detail, but these are the two different committees in the House and the Senate. And I just want to highlight that they were decidedly bipartisan. DeFazio was the head of the House committee, very active. Ted Cruz and Wicker were super active. No one thought this was anything that should be partisan, nor should it be. It turns out the scientific community has a process they use when they want to do failure analysis. It's called CAPA, captive and preventive action. And there are five steps. You detect, you investigate, confirm root cause, correct and prevent. And it's all about prevention. You want to stop this from happening again, but you can't skip root cause. That's a requirement. You don't know how to fix it if you don't know actually what happened. CAP is required by law by the FDA and pharmaceuticals and medical devices. The aerospace industry has regulations that require this type of process if you have a failure. Now let's move on. Hurricane Katrina, 2005. Look at these stats. They're horrible. 1800 [10:00] That's it. 400,000 people displaced, damage $125 billion. What happened here? Well, the Army Corps of Engineers that built the levee want you to believe that the water went over the levees. But that's, you know, an act of God, natural disaster. But this was only a hurricane, category three level hurricane. What in fact happened was the levees gave way from underneath. They washed under. Um, And that's what's unfortunate is this was a preventable accident as well. As with these others, you have searchers and blockers. The House had a commission. The Senate had a commission. The press played a key role. Mark Schlesstein and John McQuaid. had written a series three years earlier about how this could happen. They would win two Pulitzers. I actually had a chance to talk with John about it. The NSF, the National Science Foundation, cared so much about this, they did a bake-off to have another team doing investigation, and these two professors from the University of California led that. And then the state of Louisiana hired a team out of LSU, and they all investigated. And I talked to John, sometimes once again, running into each other, sometimes blocking, sometimes sharing notes, and they all came to the exact same conclusion. that this was a man-made error. The U.S. Corps of Engineers is the one that built the levees, and they naturally, as I talked about, are going to act as blockers. What's weird here is they ask the... American Society of Civil Engineers, if they would join the investigation, join the internal investigation, they paid them a million dollars. And over time, they would just get kind of encapsulated inside the Army Corps and become blockers themselves. When this dust all settled, Raymond Seed. the professor from UCAL, he wrote a 42-page report to the ASCE explaining all the times that they blocked. That document's on the internet, you can go see it. Like 42 pages, that's a lot of blocking. The other thing that happened here that's great is prevention. These different investigations led to 90 recommendations, Those changes were made, and the seawalls have held, it was $15 billion, seawalls have held Now for 20 years, which is great. Let me move through a couple more real quickly. This is Fukushima. 2,200 deaths, 154,000 displaced, 200 billion in cleanup. What happened here is pretty simple. The seawall in front of the nuclear plant was 5.7 meters. The water went over the wall, took out the generators. The cores started to melt down. There was no way to cool them. And the disaster happened. tsunamis in a 30-year window to be in the 10 to 15-meter range, and they buried the report. So if you had simply raised the wall, this never happened. But it didn't happen. And in a lot of these cases, there's a combination of a technical failure and an institutional failure. The technical failure is what happens to the product or the surface of the building or the seawall. The institutional failure is why did the humans let that become a weak point here? As with the others, they're searchers and blockers. The press played a role. Martin Fackler at the New York Times spent 20 years in the Tokyo Bureau. He would be a Pulitzer finalist. Mr. Yorimitsu took the third place paper and added 20 investigators to his staff to go after this. Had a huge impact, won two awards. The Japanese citizens were out in force, both protesting and filing claims. And just like the FAA and... Boeing, TEPCO was the company running the power plant, NISA was the regulator, and they blocked. And they blocked and they got in the way. And in fact, the failure was partially just a result of regulatory capture once again, that they weren't playing the right role of regulator and regulatee. They had almost become friends. Now the real hero of this story is a guy named Kiryosho Kurokawa. He was asked by the Japanese parliament to lead the first ever... private investigation they've ever had in their country's history. And they had a lot of power. They were told that no one on the committee could have any institutional connection to the regulator or the power company. They had the full authority to go after anybody in any way. And they had a ton of meetings. Here are some of the stats. Kirikawa, when he kicked this off, said he had three mandates that he wanted to adhere to. One, he cared about human safety. He didn't want it to be a battle about nuclear energy. Two, he said the investigation should definitely result in recommendations. And third, he knew the weight of this because of Three Mile Island and Chernobyl from a global perspective. and he cared about death. Now interestingly, he's a medical [15:00] Doctor, he's not a nuclear physicist. But he led this commission with a level of grace and professionalism that makes him a hero from my perspective. All these searchers are heroes from my perspective. He would publish a report seven months later. Interestingly, they chose to publish it in English first because they were worried about global transparency and how they were perceived. And in the first sentence... He says, the accident at the power plant cannot be regarded as a natural disaster. It was profoundly man-made, and it could have and should have been prevented. Powerful. One last one. This is the Challenger shuttle disaster. January 1986. I remember where I was. It was a Tuesday. I was in college. It was a long time ago. Everyone, if you've seen the documentaries, you know what happened here. The O-rings on the solid rocket boosters weren't designed for cold. Turns out it was cold that morning in Florida, and that flaw caused a problem. Unfortunately... The subcontractor that had worked on that piece tried to object the night before that they shouldn't launch, and he got shut down. So you have a technical failure and institutional failure once again. Now, I could talk about a lot of searches and blockers, but I'm just going to talk about one, Richard Feynman, who was already mentioned during the All-In conference this week. Richard Feynman was a professor at Caltech. When the shuttle Challenger blew up, Ronald Reagan created the Rogers Commission. And... They added mostly insiders, Neil Armstrong. They had astronauts. They had generals. They had people from Washington, people from NASA executives. But someone had the idea that they should put Feynman on there. And I think they wanted like a stamp of approval from a physicist. The good news is it made a lot of sense. He's one of the most famous scientists of all time. He won a Nobel Prize, and he worked on the Manhattan Project, so he had a lot of credibility. What they didn't know is he's fiercely independent, he's highly truth-seeking, and he has zero time for unnecessary diplomacy. They didn't know that was coming. Um, He didn't want to do it. He said he hated Washington. I kind of get that. His wife talked him into it, but once he did it, he cleared his schedule. He took everything off his calendar for six months into the future. None of the other commission members did that. And he started doing investigation on his own before he ever went to Washington. He's like showing up at NASA facilities and like asking to meet with people. And when he got to Washington, none of the other members wanted to act that way. In fact, Neil Armstrong told him, you know, we just evaluate. We don't investigate. It was too late. He was already doing it. Now, three fun facts about this. First of all, there's a famous story, if you watch any of the documentaries, where Rogers runs into Neil Armstrong in the bathroom and says, Feynman's being a real pain in the ass. The second thing is he staged a stunt on live television. He found some material that was similar to the O-ring and in front of everybody, he dipped it in his cold ice water in front of him and pulled it out and cracked it to show the failure. It infuriated the rest of the commission. When he submitted all his notes to the commission, they wrote a final report. They really kind of smoothed over everything, and he was pissed. And so he called Rogers and said, you know what, take my name off of it. Of course, he'd already done the thing on TV. There's no way they could take their name off of it. They caved. Appendix F to the report is all of his notes included in their entirety. Now, why am I talking to you about all these catastrophes and searchers and blockers and heroes like Kirokawa and Feynman? because I want to talk to you about COVID-19. In December of 2019, COVID-19 caused 15 million deaths, disrupted every life on the planet and cost our globe 45 trillion dollars. It was particularly hard on children. You've read about learning loss. My kids were in high school and college and missed three years of the most formative years of your life. I never want to live through this thing again in my life. But guess what? For all the... for all the other catastrophes I told you what root cause is Six years later, we don't know. So forgive me if I'm unafraid of what some AI guy's chatbot is going to do to humanity when you can't tell me what this thing already did. Thank you. [20:00] My P second COVID is way higher than my P doom. And if their models are so f***ing smart, tell me what happened here. Let's get them working on this problem. I want to put this in perspective. I've added up all the deaths and costs of the five catastrophes I walked through with you, and you get to 5,000 deaths and $349 billion. COVID is 3,000 times bigger than that. Feynman in one of the documentaries said, someone was telling him he needed to be nicer, and he said, but seven people died. If you have to get through niceties and seek truth when seven people died, how are you supposed to behave when 15 million people die? Thank you. I can take it even further. I add up all plane accidents, all hurricanes, all nuclear accidents, all building collapses, all space accidents. You still only get one third of the way to what happened with COVID. We should want to know what happened here so we can stop this from happening again. Here's what didn't happen. And this is shocking because all these wonderful people, all these well-intended people did this in the other cases which were much smaller. And they did it in a purposeful and meaningful way. There's no committed newsroom with over 30 investigators on COVID. None of the major papers did that. There was no Gates or Schlefstein or Flackard like a dogged investigative reporter that had the backing of his newsroom going after this. No bipartisan Senate Congressional Committees like you had in Katrina in 737 Max. You didn't have a standalone investigation with someone like Feynman or Kirikawa. There was no science-funded investigation. The NIST and the NSF launched them in these other two cases. NIH didn't fund a third-party investigation here, and no massive victims lawsuit to figure out what happened. So what went wrong? I'm going to share some thoughts with you, and I want you to be aware of a couple pieces of information. that I think are kind of new, are new to be understood. And I want to make one qualification. This has been bothering me for a long time. I've read a ton. I'm sure there are people that are smarter than me on this, but I've got to be top 1% in terms of how much information I've consumed. The first thing I would tell you is these five people were relied on as experts. You know the first two, Francis Collins, Anthony Fauci. Peter Daszak runs something called the EcoHealth Alliance. It's a nonprofit that did virology research. Jeremy Farrar was the head of the Wellcome Trust that funded a lot of this stuff and went on to work at the WHO. And then Ralph Baric is the top virologist in the U.S. at the University of North Carolina. What I'm here to tell you is they weren't experts, they were blockers. They acted exactly like FAA and Boeing and NASA did in these other situations. And I'm going to give you four reasons why I know they're blockers. First, they're virology insiders. So as I said, there can be a natural instinct to circle the wagon when someone shines a spotlight on you. Two, they led a misinformation campaign to take us off the lead and to tell us not to search. I'm going to tell you about that in a second. Yeah. Three, they were all outspoken gain-of-function advocates prior to COVID coming along. And if you don't know what gain of function is, it's when you take a virus and you make it intentionally more dangerous to animals or humans. They felt that that was smart to do. Obama had outlawed it. They were constantly promoting to try and make it happen more often. Fauci in 2011 wrote... An article in the Washington Post, an editorial where he said the pros outweigh the cons. Now, if you talk to any behavioral psychologist, if you've told the world we should definitely do this and the pros outweigh the cons, there's zero chance you can be impartial when it comes to figuring out what happened. Because to go home at night and think that something you did contributed to the death of 15 million people would be impossible to go to bed. Your brain's much more likely to trick you into just thinking it didn't happen. kind of bias. And the fourth reason, and the most important reason I know they're blockers, is because they didn't search. I tell you, they stopped searching, but they never started searching. And they should have been searching. They should still be searching. There are people that did search. They're not at large institutions. The two on the bottom, Drastic, is a loosely affiliated group of scientists that came together and share information. They have a website. You should follow them. It's like 20 Nick Shurleys that are all virologists or scientists. U.S. Right to Know is a nonprofit that's filed the majority of the FOI [25:00] claims here and You can donate to them, I have. But I want to tell you about these five heroes. They're heroes of mine that have been actively trying to find out what happened from the very beginning. Alina Chan was one of the first molecular biologists that realized that the virus looks like it was designed for humans. She wrote a book with Matt Ridley. And here's some really good news. In the past couple of years, the New York Times has published two of her op-eds. I would rather it be the investigative team at the New York Times, but it's a start. They're really good. Read both of them. Catherine Ebon was the first person to really stick their neck out and say, we're not looking at this the right way. She published an article, oddly in Vanity Fair, titled The Fight to Discover COVID Origins. And I think the title is important because the fight was about the discovery process. Emily Kopp worked for US Right to Know. She may know more than anybody. She's been the one uncovering all of these documents. And we've been getting more and more documents each and every day, so we're learning more. Zeynep Tufekci is a professor at Princeton who also writes sometimes for the New York Times. I'm going to tell you something she did recently that I think is super important. And then Allison Young wrote a book called Pandora's Gamble that looks at all of the lab leak failures that have happened prior to COVID, which is an interesting and relevant data point to study if you want to consider whether or not that was part of the problem. These five women have been attacked for sticking their neck out, some of them directly by the men on the previous slide. And I think that's completely unreasonable. I think they're heroes. Now, there's two things I want to tell you about, and then I'll wrap it up. There's two pieces of information you should know about. I said earlier that the five experts/blockers had created a misinformation campaign to take us off the lead. I think that's an understatement. They created a highly successful misinformation campaign to convince everyone that animals spillover was a decidedly determined cause of this. And that anyone that considered a lab leak, even thought about it or asked a single question, was a conspiracy theorist. And they were successful at it. They leveraged the scientific journal community, which they understood. paper went out. Like, this thing was written in like a week. There's no way you did an investigation. They just wanted to to get it out there. And then the Lancet had a similar one. These papers have been cited over and over and over again. If you try and go through Wikipedia, you just always end up going back to them. So they were highly successful. They also somehow made this thing partisan. Using the word conspiracy theory with Trump, I don't know how it happened, but they were able to get people in their surveys and polls. People, what do you think caused COVID? And if you're Democrat or Republican, you have a different answer. That's nuts. Like, there's no way that should be relevant in this discussion. Um, Recently, more and more of this information has come out, so you have more understanding of how they came to write these papers. And you can see inconsistencies between what they think and what they wrote. Zeynep put this on Twitter 45 days ago, and I think she chose her words very carefully. She said, "Incontrovertible proof of a conspiracy to cover up and deny the possibility it well may be a lab mishap orchestrated from the highest levels of the scientific establishment, and a self-serving group of scientists who deliberately misled the public." Those are strong words. She put that up 45 days ago. It has 400,000 views and zero community notes. At least today. Maybe tomorrow we'll have some. Catherine Ebon was more terse but equally opinionated. She calls it manufactured consensus. If you feel strongly you think you know what happened in COVID, you need to understand that this happened. It took people off the scent. Three years after COVID, the drastic team uncovered this document. It's called the Diffuse Proposal. Who's heard of the Diffuse Proposal? Raise your hand. This is nuts. Look, it's like three people. OK, no major journals ever covered the defuse proposal. It's there was a survey of scientists who they said, what do you think caused it? If they said animal spillover, they said, have you heard of defuse? Only 70, only 22 percent had 78 percent. So they'd never heard of it. What's the defuse proposal? Three years after COVID drastic uncovered this document. You can go download it. It's real. It was a proposal by EcoHealth Alliance, Peter Daszak's company, that connects [30:00] It's the top virologist at Duke in North Carolina. with the top virologist at Wuhan, the bat lady, Zhongli. And There's a proposal that they're going to insert a fern cleavage site at the S1-S2 junction of a bat coronavirus because they think it'll make it more viral in animals. And it's in a document. I went to AI. I said, "Let's do a clean session AI. That means don't look at anything I've ever told you before. If I were interested in helping to solve the origin of COVID, And I was using the scientific principles of CAPA to guide me, how would I react to finding the diffuse proposal? Look at these answers. Direct investigational lead, highly critical. Major investigative lead. Yes, that would be a high priority piece of evidence. Primary document evidence, highest tier evidence class. Most people don't know about this thing. And I would make an assertion. Had this document been exposed in January of 2020, we would have had a very different conversation back then. But it wasn't. The searchers are aware of the document. Rand Paul is aware of the document. Hopefully now you're all aware of the document. One other thing I think I need to say is, If you ask these AI bots what would you do next in your Kappa process, they say you would go after documents at Duke University and the University of North Carolina. And the searchers have been doing that. Unfortunately, the University of North Carolina and the state of North Carolina are blockers. They're refusing to deliver the documents. And I would encourage, if any of you have connections to UNC or know anyone on the board, I would encourage you to make them think about whatever they're protecting and whether that's more important than preventing the next one of these. If you want to learn more about this, Matt Ridley just did an interview last March with Jay Bhattacharya at NIH. It's a great way to catch up on everything people have been learning. And as we look forward, and this is where I'd love your help. Let's support the searchers. We have to find the root cause to this thing. We don't want this to happen again. um I can't tell you that I speak for science like Anthony Fauci did, but I can tell you I speak for scientific inquiry. There's no one that should be telling you you can't search. That makes no sense whatsoever. You're not a bad person if you search. You're a good person if you search. You have to move through and around the blockers. I don't think you want to attack the blockers. I think Rand Paul is making a mistake, making it about prosecution. We should make it about root cause and prevention. This isn't partisan and should have never been. If your view on what caused COVID is because of who you vote for, please reconsider that. I would ask the newsrooms to dive in, be like Monica Richardson. And then let's put a truly independent commission together. Let's find our Kirikawa or Feynman. I'm going to leave you with a quote. I'm way over time. I'm going to leave you with a quote that's attributed to Plato that sums up what I've been thinking here. We can easily forgive a child who is afraid of the dark. The real tragedy in life is when men are afraid of the light. Thank you. Wow. I've got to ask you a question. Stay out here. No, no, stay out here. Stay out here. I'm going to do a question. Another standing ovation here. Bill, wow. You put a tremendous amount of effort into this. We've known each other for 30 years. I've seen you emotional, I think, two other times. One was a Jason Isbell concert. Another time, your top set got counterfeited or something. But this is emotional and this is personal for you. What they did to our kids... is really clearly impacted you. Maybe you could talk about why it's so important that we consider the damage that was done to this generation. Well, I mean, for me, it's all back to prevention. Like you have to stop it from happening again. I have zero confidence right now that if another pandemic started tomorrow, we'd have any better way to navigate it. I think we might do worse because the misinformation campaigns cause a lack of trust. Next time you're not going to listen to them, there's not going to be an ability for anybody to lead. other catastrophes, how they were viewed as heroes, and what happened to the people that were looking here. Yes, and you repeatedly talk about the power of journalism, Pulitzer's, and investigative journalism specifically, which is different than clickbait journalism. There is something very virtuous about investigative journalism and those type of journalists. Maybe you could speak to that and then explain to us. [35:00] Why people didn't go after the Pulitzer here. Why they didn't put... large amount of resources to because that seems incredibly suspicious and I seem to have a recollection of Fauci getting a pardon which also seems to be a red flag that you didn't bring up so yeah take those two issues well yeah so on the investigative part I mean one of the reasons I mentioned all the Pulitzer's was just to highlight that fact right there is a wonderful video on YouTube if you're interested in this topic at the Brookings Institute, three or four of the ladies that I showed led a panel to talk about why the press missed this. And both Catherine and Emily Kopp pointed back to the misinformation campaign by the virology experts and how they kind of made it like a faux pas to actually ask questions. But considering the scale of the outcome, it's just horrible that that happened. And I would, once again, I would encourage them, like there's still work to do. We're getting closer. Like, come on in. Yeah, and... There's something really tragic here in that If you asked questions this time you were put into a conspiracy theorist who didn't trust the Experts and you were the damage. Yeah for asking questions. This is pure evil. It's crazy. I I mean, it's pure evil to take the people who just say, hey, is it possible this came out of the Wuhan? You guys have, you in fact funded gain of research. Why is that such a hard question for them to answer? Well, I said, I think... A behavioral psychologist would tell you you're able to fool yourself to keep your own sanity. Yeah. Now, I'll just end with this. Knowing what you've known, you've put thousands of hours into this. You and I have been talking about this for three or four years now. And this has been a passion project of yours. And I really appreciate you sharing it with the audience. What do you believe? based on what you know now, is the most likely scenario of how COVID originated and what we can learn from it, just based on you being in the 0.1%. I would tell you, I intentionally didn't take a side on that here, because we haven't found root cause. And I would celebrate anyone that's 100% convinced it's animal spillover to do research there. I funded U.S. Right to Know. If you want to go search for the animals, I'll fund that, too. China has tested 80,000 animals and not found a single crossover. And they have a huge incentive to find one if they could. Yes. The wet market theory would be... absolutely free them from having fingerprints. Right. So there's a massive incentive.
